Surveys on Europeans’feelings about China arrive at one explicit conclusion:
generally the European impression of China was not good. The degree of favora-
bility towards China in most European countries was not high, but the degree of
favorabilityfluctuated during the time span under examination in this survey report.


11.2.4.1 China’s Responsibilities


Surveys on China’s responsibilities fell within the vision of Western public opinion
survey agencies as from 2008. The relevant survey was divided into two parts: one
part examined whether China considered the interests of other countries when
making decisions, and the other part examined whether China assumed the nec-
essary responsibilities on some global governance issues.


11.2.5 Whether China Takes into Account the Interests


of Other Countries When Making Decisions


According to data from two surveys, in 2008 and in 2013 (Table11.6), the views of
people in large European countries about China’s responsibilities became increas-
ingly negative. Countries where people believed that China took into account the
interests of other countries when making decisions were far fewer than those where
people believed that China did not consider the interests of other countries; views
also varied within different European countries; specifically, views in Germany
were more moderate, while views in the UK, France, Spain and Italy were more
poignant and extreme. Compared with other regions, most of the countries in Africa
and Asia evaluated China very positively, followed by Eurasian countries and
