The two sides signed the China-EU Electromechanical Products Security
Cooperation Mechanism.
▲China's General Administration of Customs, the EU Directorate General for
Taxation and Customs Union and the UK’s taxation and customs department
signed a document concerning one pilot program for launching intelligent,
secure trade routes in Brussels.
October 4: The EU passed a formal antidumping plan for leather shoes made in
China and Vietnam. The EU would impose two-year 16.5 and 10 % antidumping
duties on leather shoes made in China and Vietnam respectively as from October 7.
October 11: The launching ceremony for the China-EU Year of Science and
Technology activity jointly initiated by the Chinese Ministry of Science and
Technology and the European Commission’s Directorate General for Research
was held in Brussels.
October 19: China and the EU reached a consensus on a rolling work-plan
during the 2nd meeting under the bilateral consultation mechanism. It was
agreed by both sides that this rolling work-plan would be regularly updated so as
to ensure that it would be able to accurately reflect the needs of both sides and
adapt to new developments.
▲The EU announced the imposition of a 34 % antidumping duty on Chinese
frozen strawberries as from that day. Six months later, the EU would make a
final decision about whether thefive-year antidumping duty should be imposed
on Chinese frozen strawberries.
October 24: In Strasbourg, the EU released a paper regarding the new policy
towards China entitledEU-China: Closer Partners, Growing Responsibilities,
and a paper regarding the trade policy towards China entitledEU-China Trade
and Investment: Competition and Partnership.
October 26: Chinese President Hu Jintao held talks with visiting French
President Jacques Chirac. Both sides signed the China-France Joint Declaration
and 14 cooperation agreements concerning space cooperation, emerging infec-
tious disease prevention and control, the purchase of Airbus airplanes, etc.
October 31: In Brussels, Chinese and EU officials agreed to further strengthen
dialogue and exchanges of experiences in regional policies between the two
sides and to develop a roadmap for bilateral cooperation in regional policies.
November 7: The 21st China-EU Economic and Trade Committee met in Beijing.
The two sides signed theMemorandum of Understanding for Strengthening
Intellectual Property Protection, etc. The EU agreed to provide technical assis-
tance to 50 intellectual property complaint centers established by China.
November 9: China and Germany held thefirst strategic dialogue.
November 19: Bulgarian Prime Minister Sergey Stanishev kicked off a four-day
official visit to China. During this visit, the two sides signed three cooperation
agreements and one memorandum of understanding, including theEconomic
