October 20: China and Romania signed theMemorandum of Understanding
between the Government of the People’s Republic of China and the Government
of Romania Concerning Mutual Establishment of Cultural Centersin Bucharest.
November 20: Chinese Premier Wen Jiabao met with EU representatives
attending the China-EU Strategic Partnership Seminar, including former French
Prime Minister Raffarin, former Hungarian Prime Minister Peter Megyessy,
former UK Deputy Prime Minister John Prescott et al. at Ziguangge,
Zhongnanhai.

▲The 28th China-EU Human Rights Dialogue was held in Beijing.

November 27: The China-France Economic and Trade Cooperation Forum
co-organized by the Chinese Ministry of Commerce and the French Ministry of
Economy, Finance and Industry was held in Paris, France.
November 30: The 12th China-EU Summit was held in Nanjing, China. Both sides
signed five cooperation documents, including the China-EU Scientific and
Technological Cooperation Agreementand those concerning energy conservation
and emission reduction, trade and investment, environmental management, etc.
December 1: Chinese President Hu Jintao met with John Fredrik Reinfeldt,
Prime Minister of Sweden—rotating EU presidency—and the President of the
European Commission, JoséManuel Barroso in Beijing.

▲The European Commission's Delegation to China held the inauguration cere-
mony in Beijing and formally changed its name to The Delegation of the European
Union to China according to theTreaty of Lisbonbecoming effective that day.

December 21: Chinese Premier Wen Jiabao and French Prime Minister Francois
Fillon held talks in Beijing. Both sides agreed to continue boosting the
China-France comprehensive strategic partnership on the basis of mutual respect
and equality. After the talks, both leaders attended the signing ceremony for
China-France cooperation documents concerning science and technology,
information, water conservancy, culture,finance, nuclear energy, aviation, etc.

January 11: The EU High Representative of the Union for Foreign Affairs and
Security Policy, Catherine Ashton said, in a hearing before the European
Parliament, that in response to the rise of large emerging countries such as China,
etc, the EU should develop a new foreign policy to address the forthcoming new
international order and exert effective influence on emerging countries.
January 20: Austrian President Heinz Fischer attended the China-Austria
Economic Forum in Beijing. The two sides signed four cooperation agreements
in this forum.
March 16: Chinese Premier Wen Jiabao met with British Foreign Secretary
David Wright Miliband in Beijing.
March 26: China and Finland signed the Memorandum of Understanding
between the Government of the People’s Republic of China and the Government
