Moreover, from a country-specific perspective, the top 10 countries to which
China’s investmentsflowed in 2010 included two EU member states—Luxembourg
and Sweden, while Germany and Hungary were added to the list of the top 20
countries to which China’s investmentsflowed in 2010. China’s investments
mainly flowed to the manufacturing industry in three other countries except
Luxembourg where China’s investments mainly focused on commercial service.
China invested 3207 million USD, 1367 million USD, 412 million USD and
370 million USD respectively. The top 10 countries to which China’s investments
flowed in 2011 included three EU member states—France, the UK and
Luxembourg. In 2012, France was still the largest destination for China’s invest-
ments in the EU, and China’s investment projects in France accounted for 21 % of
China’s investment projects in the EU. The UK and Germany were ranked
No. 2 and No. 3, with China’s investment projects made up 16 and 7 % respec-
tively.^9 China was the 8th largest investment source for France in 2012.^10
There has also been much attention from some non-official statistical data to
China’s investments in the EU in recent years. According to one survey report
released by PricewaterhouseCoopers on November 19, 2012,^11 China’s investments
in the EU were 11 billion EUR in 2011, surpassing European enterprises for the
first time. This report also suggested that Chinese state-owned enterprises were the
