theMediterranean.Hemarriedhiscollege
sweetheartElizabethAnn“Betty”Drabek
in1951,attendedlawschoolatCatholic
UniversityontheGIbill,takingajobwith
ParkeDavisPharmaceuticalsworkingwith
fellowNavyveteranandlifelongfriendHow-
ardBaroudi.Aftermakingthetopspoton
theMarylandBarExamination,hestarteda
lawpracticewithengineer-lawyerLeonard
(Chip)MuddinSilverSpringMaryland,and
underthetutelageoffellowYoungDemDo-
risSolomon,engagedactivelyin localMary-
landpolitics.
Genejumpedtothenationalpoliticalstage
intheearly1960swhenhebeganworking

withTexascongressmanandformidable
legislatorJackBrooks.WorkingforCon-
gressmanBrooksfirstashisStaffDirector,
thenasDirectorofthreesuccessivecon-
gressionalcommittees,hewasinstrumental
inmodernizingtheU.S. Congress,introduc-
ingtheprototypeofC-SpanontotheHouse
floor,thepersonalcomputerintothecon-
gressionaloffices,andorganizingthecon-
gressionalpersonneloffice.Alongtheway,
he(withtwootherstaffmembers)drafted
thelanguageultimatelyusedbytheHouse
JudiciarytoimpeachRichardNixon.
Retiringfromfederalservicein1981,Gene
joinedthelawpracticeofTeddyBurwell,
Walter Hansen,and (eventually) Stuart
Houston.Atthesametime,he(withothers
includingdearfriendsSharonMattsand
Rick&SharonBarnes)establishedtheIn-
dependentBankofManassas,and,withMs.
Matts,startedaninternationalconsulting
company,AxxonGroup.
TheworkofAxxonGrouptookasharpshift
when,inspired byItalianteacherRose-
angelaDiManto,Genetookuppart-time
residenceinParmaItalyin1995.From
thence,Genedevelopedcultural exchanges
betweenParmaandtheU.S.,workingwith
giftedartistsandteachersChuckOlsonand
MichaelMadigantobringU.S.studentsto
Parma.Ultimatelytheexchangesbroadened
intothemusicfield,withItalianvirtuosogui-
taristPaoloSchianchiworkingwithAmeri-
canjazzgreatDaveyYarboroughtomeld
theclassicalguitarwiththejazzscene.With
MichaelMadigan,GenealsosetupAisling
Group,anonprofitgalleryinD.C.presenting
artshowstobenefitvariousphilanthropic
causes.
Ofallhismanycollaborations,however,
Genewasmostproudofhiscollaboration
withhiswifeofnearly 60 years,Betty,who
predeceasedhimin 2010.Togethertheyhad
fourchildren,allofwhomsurvive:Nancy

Dr.EdwardPeters(Sheila)ofAustin,Texas;
EugeneF. Peters,Jr(Kris)ofDealeBeach,

readinessofthoseincombat,passedaway
atage 91 inVienna,VA,onFriday,June3,
2022.BornonJuly10,1930,inHoquiam,
WA,toGraceandClaudeLee,ShirleyMae
Leewasdeeplyinfluencedbythedifficulties
sheandherparentsenduredduringtheDe-
pression.Emboldenedbyskillssheacquired
in4-HClub,shelaboredthroughoutherlife
togivebackandworkonbehalfofothers.
Shirleywasespeciallypassionateabout
empoweringwomen.Aftergraduatingfrom
WashingtonStateUniversityin1952,she
marriedKeithAlfredSmith,afutureMarine
Corpspilot.WhilestationedinHawaii,Shir-
leyenactedmeasurestoenrichlivingcondi-
tionsformanyfamilies,resolvedtransporta-
tionissuesforhundredsofschoolchildren,
andvastlyenhancedresourcesinthelocal
community.In1981,whenKeithbecame
CommandingGeneralforthe2ndMarine
AircraftWingin CherryPoint,NC,Shirleysaw
familiesstrugglingtofunctionindependent-
ly whentheservicememberdeployed.This

affectedMarines’readinessincombatand
oftennecessitatedtheirreturninghome
tosortouttheissues.Shirleyimmediately
beganorchestratingtrainingtoaddressthe
problembytargetingmilitaryspouses,“the
forgottenwarriors,”inhermind.Shirley’s
pioneeringeffortsembodied thephilos-
ophyto“takecareofourown”whenshe
originatedTheKeyWivesNetworkfortheir
newlycreatedFamilyReadinessProgram.In
1983,shetestifiedbeforeCongressregard-
ingtheprogramanditsroleinsupporting
Marinefamilies.TheFamilyReadinessPro-
gramspreadthroughouttheMarineCorps
andis nowoperationalin someformacross
allbranchesofthemilitary.Inher70’s, she
launchedasewingapprenticeshipin aCath-
olicmission,originallyknownastheFriends
ofFatherJack,inChimbote,Peru,toaidthe
impoverishedpopulation.TheMissionand
Shirley’sworkwasinvaluableinteaching
womenanewskillandequippingthemto
providefortheirfamilies.Onceagain,Shir-
ley’svisionlaidthefoundationforfuture
programsattheMission,andhertrade-
marktraitsofdevoutfaithandcompas-
sionleavealegacyforherbelovedfamily.

boldstepwhensheindependentlydecided
togotoMeyerspublichighschooltoplay
sports.Justwalkeddownthestreetand
enrolled.Shelovedathleticsandlettered
forfouryearsinseveralsports.Relocating

totheDCregionin1957,shemarriedJim
Townsend,settledinSilverSpring,MD,and
raisedthreechildren.Cayewasknownfor
herstrongcommunityengagementatSt.
JohntheEvangelistschool,itssportspro-
gram,andherfocusonequityforgirls.An
amazingseamstresswhocreatedwedding
dresses,Halloweencostumes,showercur-
tains,weddingheadpieces,andsomany
othercreations.Hergreatestjoy,however,
wasasthebiggestsupporterofherchildren
andgrandchildren.
Herhusbandofmorethan 50 yearsprede-
ceasedher.Sheis survivedbyherchildren:
PegeenTownsend,Annapolis,MD;Markand
KellyTownsend,SilverSpring,MD;andMar-
tinandJulieTownsend,ThousandOaks,CA.
