of the Populationof the Cityof Moscow,thereare specific
well-beingprogrammes andschemes for people of pre-
retirement agetoo.
“Themainproblemfacedby suchcitizensis job
search. Onthedirectionsof theMayorof Moscow,a
special platform has beencreatedin the citythatwillhelp
peopleagedover50 infindingemployment.We call them
peopleof wiseage.Nowthereare 8,74,000suchpeople
in Moscow,butconsideringthe changesin the pension
legislationby 2024,witheachyeartherewillbe 30,000
fewerof them,”shesaid.


PROGRAMMESFORYOUTH
Shukut Roman,Director of the “YouthJobCentre”under
theLabour andSecurity Departmentof Moscow,told
Frontlinethatseveralprogrammes andschemeswere
directed at the youth.“Unemploymentperseis not a huge
problem in Russiaas it is under5 percent,but the real
issuefortheyoungpeopleis gettingproductive and
profitableemployment commensuratewiththechan-
gingtimes.Andprovidingthatis thefocusof thenew
socialinnovationandhappinessprojectrelatedschemes
andprogrammessuchas ‘MyWork’and‘MyCareer’.
Theseschemesprovidefreeandfocussed guidanceand
hand-holding for job seekers,”he said.
Thereare othersupplementaryprogrammes suchas
“MySocialCentre”,whichhelpspeopleget acquainted
withthe resultsof the state’sprogrammes,and“Metro-
politanEducation”, whichpointsto andfacilitatesvalue
additionfor thoseat differentstagesof theireducational
career.
DmitryGlushko,DeputyGeneral Directorof the
Unionof theAgency for theDevelopmentof Profes-
sional Communities andWorkers Young Professionals
(WorldskillsRussia),said that in 2019, morethan
2,500peoplein 11 regionsof theRussianFederation
would be retrainedas partof the “Young Professionals”
project.
“Partof theproject is a demonstrationexamin
Worldskillsstandardspassedby the graduates of educa-
tionalinstitutions.Thisexamhas beenheldin morethan
1,300companies already andpassedby 5,500people.We
see thatthe salaryof specialistswhopassedthe examis
60 percenthigher,”Glushkosaidat theForum. The
projectalsoprovidesfor retrainingof the adultpopula-
tionin 116 competencies.
Anotherpartof the project is “Ticketto the Future”
for schoolchildren.“This is a largecareerguidance plat-


formwhereabouta millionschoolchildrencanworkat
the sametime,”saidGlushko.
An interestingaspectof almostall thefacilities and
servicecentresthatthiscorrespondentvisitedas partof a
larger internationalmedia teamwasthatthe infrastruc-
turefacilitiesof all of themwerebuiltduringthe Soviet
period. For instance, the “YouthJobCentre”buildingwas
set up in the 1920swithmanydifferentaims,including
job promotion.
Shukut Roman saidthathe hadevenset up a mu-
seumin thepremiseshighlightingthehistoryof the

AFREErecreationalfacilityforsenior citizens.
