Aflurry of buyout deals
and rising optimism about
U.S.-China trade talks sent
stocks back to record
heights Monday, the latest
bit of fuel for a market that’s
been climbing since early
last month.
Technology stocks and
smaller companies led the
way after China issued new
guidelines for the protection
of patents and copyrights.
Theft of such intellectual
property has been a big
sticking point in the trade
war between the world’s
largest economies, and mar-
kets saw China’s move as an
encouraging sign for nego-
tiations on the first phase of
a deal.
The S&P 500 rose 23.35
points, or 0.8%, to 3,133.64.
The Dow Jones industrial
average climbed 190.85, or
0.7%, to 28,066.47, and the
Nasdaq composite jumped
112.60, or 1.3%, to 8,632.49. All
three indexes set records.
The price of gold fell as in-
vestors saw less need for
safety. A measure of fear in
the U.S. stock market called
the VIX volatility index also
touched its lowest level since
July.
Stocks have been rallying
for weeks as worries about a
possible U.S. recession have
faded. A resilient job market,
which helps households con-
tinue to spend, and three in-
terest rate cuts by the Fed-
eral Reserve have bolstered
confidence.
Optimism has not been
as high for other economies


around the world, though,
where growth remains slow,
said David Kelly, chief global
strategist at JPMorgan As-
set Management.
“People are still nervous
about the rest of the world,”
he said. “All of this is sort of
acting as funnel, directing
cash into U.S. equities.”
More clues about the re-
silience of U.S. consumer
spending should arrive soon
when retailers report on this
week’s start of the holiday
shopping season.
Technology stocks had
the largest gain among the 11
sectors that make up the
S&P 500, up 1.4%.
Many tech companies
have deep ties to China, and
their stock prices have often
swung with sentiment about
trade talks. Nvidia jumped
4.9%.
The upcoming week will
be a short one for investors,
with trading closed on
Thursday for Thanksgiving.
Otherwise, highlights in-
clude reports on consumer
confidence, the housing
market’s strength and con-
sumer spending.
The yield on the 10-year
Treasury fell to 1.75% from
1.77% late Friday.
Benchmark crude oil
rose 24 cents to settle at
$58.01 a barrel. Brent crude
oil, the international stand-
ard, rose 26 cents to $63.65 a
barrel.
Gold fell $6.50 to $1,456.60
per ounce, and silver fell 12
cents to $16.87 per ounce.
The dollar rose to 108.97
Japanese yen from 108.65 yen
on Friday. The euro weak-
ened to $1.1009 from $1.1020.

Transport for London
had already been keeping
Uber on a tight leash after
concerns about aggressive
corporate tactics and pas-
senger safety. It revoked
Uber’s license in 2017, but a
court granted it a license
lasting 15 months. The
agency extended the license
for two more months in Sep-
tember, but imposed a set of
20 stricter conditions.
In the latest decision, the
transit authority said it was
concerned that Uber’s sys-
tems “seem to have been
comparatively easily ma-
nipulated” by drivers.
One key issue was a
change to Uber’s systems
enabling unauthorized driv-
ers to upload their photos to
other driver accounts.

This let them pick up
passengers as though they
were the booked Uber driver
on at least 14,000 trips, which
means all those journeys
were uninsured, the agency
said.
The change also resulted
in some passengers trav-
eling with unlicensed driv-
ers, including one whose li-
cense was previously re-
voked by the transit agency.
The agency faulted Uber
for another “failure” that al-
lowed dismissed or sus-
pended drivers to create new
accounts and carry passen-
gers. And it cited other “seri-
ous breaches” involving un-
specified insurance-related
issues.
Uber said it has audited
every London driver over the
last two months and will

soon launch a new “facial
matching process” as part of
its systems and checks to
confirm identities.

London authorities have
concluded that a license rev-
ocation is the only way to get
Uber to play by the rules,
said John Colley, associate
dean of Warwick Business
School.
“That seems to gain
Uber’s attention and pro-
duces concessions towards
better controls,” Colley said.
Uber has expanded
quickly around the world by
providing an alternative to
traditional taxis with a
smartphone app linking
people to drivers of private
cars. But it has also faced
safety issues and accusa-
tions that some of its drivers
have assaulted and raped
passengers, as well as litiga-
tion alleging that its hiring
process and background
checks are inadequate.
