In 2017, the Ontario government expanded its rent controls to include
buildings constructed after 1991, which had previously been exempted
from the policy. At a time when housing prices were rising quickly, and
many observers saw new construction as a key element in limiting price
increases, it is not surprising that this expansion of rent controls
generated considerable opposition.
