Major US stock indexes finished little changed Friday after
a day of mostly quiet trading capped the S&P 500’s second
straight weekly gain. The market shook off an early stum-
ble thanks largely to gains in health care stocks, makers of
consumer products, and retailers. Technology, communica-
tions, and utilities stocks fell, as did bond yields and gold
prices. Facebook dropped 1.8% after New York’s attorney
general announced an antitrust investigation into the com-
pany. Traders had a muted reaction to new data showing
that US employers added fewer than expected jobs in Au-
gust. The report also indicated more people entered the
workforce last month, wages rose more than expected and
the unemployment rate remained near the lowest level in

There is a force uniting the
nation’s fierce partisan divide:
big technology companies.
Democrats and Republicans at
the federal and state levels are
uniting to scrutinize the power
of the tech giants and poten-
tially to rein them in.
Letitia James, New York’s
attorney general, announced
Friday that the attorneys gen-
eral in eight states — four
Democrats and four Republi-
cans — and the District of Co-
lumbia had begun an antitrust
investigation of Facebook.
Next up for state regulators
is Google. A similarly biparti-
san group led by eight attor-
neys general is set to an-
nounce Monday a separate but
comparable investigation. The
search giant is expected to be
the focus of that inquiry, ac-
cording to two people familiar
with the plan who spoke on
the condition of anonymity
ahead of the official announce-
ment.
The state investigations co-
incide with bipartisan scrutiny
of the Silicon Valley giants that
isunderwayinWashington,by
House and Senate committees,
and by the Justice Department
and the Federal Trade Com-
mission.
In a statement Friday,
James said, “Even the largest
social media platform in the
world must follow the law and
respect consumers.” Joining
James in the effort are the at-
torneys general of Colorado,
Florida, Iowa, Nebraska, North
Carolina, Ohio, Tennessee and
the District of Columbia.
In a statement, Will Castle-
berry, Facebook’s vice presi-
dent of state and local policy,
said that the company “will
work constructively with state
attorneys general, and we wel-
come a conversation with poli-
cymakers about the competi-
tive environment in which we
operate.”
A Google spokesman said
in a statement, “We look for-
ward to working with the at-
torneys general to answer
questions about our business
and the dynamic technology
sector.”

DETROIT — The Trump
administration on Friday
launched an all-out assault on
California over mileage rules,
opening an antitrust investiga-
tion and telling state officials
that they appear to be violat-
ing federal law in a deal with
four automakers setting tough-
er emission standards.
The outcome of the emis-
sions fight will make or break
an effort by President Trump
to relax Obama-era mileage
standards nationwide. Califor-
nia’s congressionally granted
authority to set its own, tough-
er emissions standards under
the 1970 Clean Air Act has
long prodded automakers to
adopt more fuel-efficient pas-
senger vehicles.
Ford and Honda confirmed
receiving a letter from the US
Justice Department informing
them of an antitrust inquiry
into a July deal with Califor-
nia, in which the two auto-
makers along with Volkswagen
and BMW agreed to stricter
emissions standards than pre-
ferred by Trump. The Depart-
ment of Transportation and
the Environmental Protection
Agency sent a letter to Califor-
nia saying the deal appears to
violate the Clean Air Act and
other laws.
California has emerged as a
leader of state-level efforts to
block Trump administration
moves weakening environmen-
tal protections. As part of
those efforts, dozens of law-
suits have been filed challeng-
ing administration rollbacks.
