was arrested for a series
of sex attacks in Georgia
— by members of the force
he’d tried to join!
Kenneth Thomas Bowen
III, 24, was charged with
rape and sexual battery
committed in 2015
after detectives noticed
similarities between his
photo and a police sketch.
Authorities obtained
his DNA during a traffic
stop and said they were
able to link him to physical
evidence collected at the
crime scenes.
“Bowen
was never
a certified
agency. He was hired by
me in June 2018,” police
chief Kevin Roberts said.
“He was also terminated by
me on Sept. 12, 2018.”
Roberts said Bowen was
cut from the academy after
going absent without leave.
“Had he not attempted to
join the Clayton County
Police Department, it’s
questionable as to when
we would’ve apprehended
him,” he said.

Matthew Bernard, 18, is
accused of shooting two victims in the
head, and police recovered a bloody
sledgehammer at the crime scene in
Keeling, Va., according to a criminal
complaint.
Police confirmed the victims were
Emily Bivens, 25, and 14-month-old
Cullen Bivens, who were the wife and
son of Tampa Bay Rays minor league
pitching prospect Blake Bivens.
The third victim was Matthew’s
mother, 62-year-old Joan Bernard.
A neighbor found her body in the
Emily and her baby boy were
found dead inside the house.
The gruesome find kicked
off a manhunt for Matthew,
who ran through the streets
naked and fled to a church
parking lot. He allegedly tried
to strangle a church caretaker
before his arrest.
According to the complaint,
a neighbor heard gunshots
coming from the Bivens’
property early on Aug. 27,
saw Joan laying in the
driveway and called police.
Officers found gun casings
near all three victims, a rifle
the home and a bloody
sledgehammer in the garage,
according to the complaint.
Matthew faces three
counts of first-degree
murder and was put on
suicide watch. He reportedly
injured himself by banging
his head against the cage
inside a police vehicle.
His uncle, Bryant
Bernard, was stunned by
the tragedy. “In my wildest
dreams, I never could have
imagined it,” he said. “This
boy’s a Christian. Just an
all-around perfect kid.”
