NAVAL VICTORY IN THE

GULF OF FINLAND

BOLSHEVIK LOSSES

TWO BATTLESHIPS SUNK

British naval forces operating in the Baltic have gained an impor-
tant victory over the Bolshevik fleet. Yesterday the Secretary of the
Admiralty issued the following statement: A report has been
received from the British senior naval officer in the Baltic that a
naval engagement took place in the Gulf of Finland early on Aug.

  1. Two Russian battleships, the Petropavlovsk and the Andrei
Perozvanni, and one destroyer were sunk. A cruiser was also prob-
ably seriously damaged. The British losses were three coastal
    motor-boats.
A telegram from Reuter’s Helsingfors correspondent gives
the British casualties as three officers and eight men killed.
Down to a late hour last night no further official information con-
cerning this affair had been issued, and inquiry at the Admiralty
elicited the reply that none was likely to be forthcoming.
In the absence of precise details the manner in which the Bol-
sheviks’ ships were disposed of can only be conjectured, but
in view of the fact that there are no heavy British warships in
the Baltic, it may be concluded that the damage was effected
by means of torpedoes, and not by gunfire. The fact that our
squadron had coastal motor-boats in action strengthens this
view. These C.M.B.s, as they are generally called, are fitted
with an ingenious system for discharging torpedoes from the
stern, and proved their value during the war with Germany
    on many occasions.

ADMIRAL COWAN’S SUCCESS

The Commander-in-Chief of the British naval forces in the Baltic
is Rear-Admiral Sir Walter H. Cowan, C.B., D.S.O., M.V.O., Naval
Aide-de-Camp to the King, a very dashing officer who is not likely
to let slip any opportunity of hammering the enemy. He com-
manded the battle-cruiser Princess Royal in the Battle of Jutland,
where his services secured him the C.B. The “London Gazette”
announcement of this honour stated that he “commanded and
fought his ship with great skill and gallantry.” He was promoted to
the rank of Rear-Admiral in September, 1918, at the age of 48. In
1898 he served in the Benin Expedition, and on the Nile in the same
year, when he received the D.S.O. From 1901 to 1910 he was Naval
Aide-de-Camp to Earl Roberts. The strength of the forces under
Rear-Admiral Cowan is not exactly known, but it comprises a num-
ber of light cruisers and destroyers of modern type. A Swedish
report says that there is a British battleship at Reval, but her name
is not given, and the statement must be accepted with reserve, like
many others from the same quarter. For example, a Stockholm
telegram speaks of some hundreds of British troops taking part in
the fighting near Pskoff. It is, however, learnt from authoritative
quarters that there are no British troops actually taking part in the
operations round Pskoff. The nearest British force to this sector is
General Gough’s military mission, which, of course, consists only
of staff officers and instructors, and includes no fighting units.

THE SUNKEN BATTLESHIPS

The Petropavlovsk was a battle cruiser of 23,300 tons displace-
ment, and formed one of a group of four “Baltic Dreadnoughts”
laid down in June, 1909. She had a length overall of 590 ½ feet, a
beam of 85½ feet, and a mean draught of 27½ feet. The armament
comprised twelve 12in guns, sixteen 4.7in, and four 3-pounders.
The ship was fitted with Parsons turbines of 42,000 horse-power,
and had a speed of 23 knots. Her nominal complement was about
1,100 officers and men.
The Andrei Perozvanni, laid down in 1903 and completed in
1911, was a battleship of 17,400 tons, and carried a comple-
ment of 800 officers and men. She had a length overall of
460ft, and a beam of 80ft. For a pre-Dreadnought ship, the
vessel carried a heavy armament – four 12in, fourteen 8in,
and twelve 4.7in guns, besides several smaller weapons. The
triple expansion engines were designed to develop 17,600
horse-power, giving a speed of 18 knots.
The engagement took place during the night of Sunday-Monday
off the Tolbaken Lighthouse. While it was proceeding, or perhaps
shortly before, British aeroplanes and motorboats again attacked
Kronstadt, setting it on fire. Reuter’s correspondent states that the
batteries of the fortress replied. An aeroplane was obliged to
descend at Styrsudd Lighthouse. The machine was damaged, but
the pilot was unhurt.

ADVANCE ON PETROGRAD?

There are fresh reports of an advance against Petrograd by com-
bined Russian and Esthonian forces. During the past few days
some important developments have occurred, which may render
such an operation more feasible than it was. There has been estab-
lished at Pskoff a new and separate Government for North-West
Russia, to cover the three great provinces of Petrograd, Pskoff, and
Novgorod, which have a joint area of 80,000 square miles, with a
pre-war population of about 7,000,000. General Judenitch is the
War Minister in the new Government, and it is stated that his plan
is to advance with the North-West Army in combination with the
Esthonians, with whom the Pskoff Government has made an alli-
ance. The Allies have recently furnished supplies of food and war
material, but the actual fighting value of the North-West Army
appears to be somewhat doubtful, according to accounts received
lately. During the past few months there has been a great deal of
fierce fighting to the south and west of Petrograd, and at one time
the anti-Bolshevik forces reached points within twenty-five miles
of the city, but were then driven back by reinforced Soviet troops.
There appears to have been a lack of unity of command among the
anti-Bolshevik armies, but this defect will probably now be rem-
edied, as it is understood that General Judenitch will have supreme
control of operations. It is worthy of note that he and his associates
at Pskoff fully recognise the authority of Admiral Kolchak, who has
recently sent considerable supplies of food to North-West Russia.
