To achieve dense foliage pads don’t cut
off inner shoots. Rather have branches
a bit longer for a few years and build for
the future. So let branches at the tips
grow to help inner shoots develop more
strongly. Use these shoots to create new
branch structure in the outside curves. In
a few years’ time these grow to become
