NEET COUNSELLING ASK ME
Q. There is confusion about the
refund of the deposit payable dur-
ing the all India counselling. Please
explain when we can apply for refund
and under which circumstances can
I forfeit the refund?
Sai Mohan, Vijayawada
A. After the first round, there is ‘free
exit’ in which students can skip joining
or reporting to allotted seats without
incurring any penalty. However, the
second round comes with clauses. In
the second round, if a seat is allotted,
candidates can exit within two days but
only after forfeiting the fees paid. Can-
didates who exit after forfeiting the fees
can participate in the mop-up round or
state counselling if they wish to.
Students, who have been allotted
seats in the second round, join and then
withdraw will be out of the counselling
process, including the state conducted
ones. The names of such students will
be circulated amongst the authorities.
A student who has joined in the first
round can move to the second round
with a willingness to upgrade. Exiting
or withdrawal after the allotment for
the second round is possible only with
forfeiture of fees, even if the student
has not been allotted an upgraded seat
in the second round.
Q. How do I apply for other states if I
wish to study in colleges there? What
are the norms and how do I know if I
am eligible?
Prakash Chauhan, Bhopal
A. The state counselling processes are
all independent of each other and held
by the respective state authorities. It
is a fact that government seats will not
be open to other state students but the
private medical or dental admissions
are open in some states.
First you should make a list of all

Q. Can I participate in state counsel-
ling and all-India counselling at the
same time?
Akanksha Paul, Shillong
A. Yes, you can. However, you must be
careful of how you juggle the two coun-
selling processes. The second round of
the all-India counselling is the time
when you have to be very careful. If you
are allotted a seat in both the state and
the second round of all-India counsel-
ling, you can exit with forfeiture from
the all-India one while there is no such
provision in the state one.
If you join the seat allotted in the
second round and then wish to leave it,
you will not be allowed to. You may be
debarred from all counselling processes
as per the MCC rules.
