RAPPAPORT INSTITUTE PUBLIC POLICY AND FINANCE FELLOWS
Harvard Kennedy School’s Rappaport Institute for
Greater Boston at the Taubman Center for State and Local
Government encourages graduate students to spend part
of their careers in public service through a paid, 10-week
summer internship in key state and local agencies in the
greater Boston area. Fellows, who represent graduate schools
across Boston, participate in a weekly seminar series with
leading practitioners and scholars. Under the direction of
Professor Jeffrey Liebman, the MalcolmWiener Professor of
Public Policy and directorofTheRappaportInstitute,and Polly
O’Brien, interim executive director, the fellowship program
has placed more than 260 graduate students in state or local
agencies for the summer since beginning in 2001.
The fellowship program is a key component of the Rappaport
Institute, which aims to improve the governance of Greater
Boston by promoting emerging leaders, stimulating informed
discussion, and producing new ideas. For more information,

Project Description:Ashley worked with City of
Boston’s Department of Neighborhood Development,
in collaboration with Boston Public Schools, to increase
identification of and support for students experiencing
homelessness in Boston.

Project Description:Samantha worked with BPS’s Chief
Academic Officer to develop a multi-tiered system of
supports framework that will support schools seeking to
make transformative improvement.

Placement:The Strategic Innovation Group, Office of
Governor Charlie Baker
Project Description:Tim worked for Governor Baker’s
Strategic Innovations Group, conducting research on state-
administered addiction treatment services and assisting in
process improvements at several executive branch agencies.

Project Description:Kimberly conducted cost research for
the state-wide implementation of the“I AM.”Bill (H.1959),
an act requiring free menstrual products in public schools,
homeless shelters, and prisons.

Placement:Office of Representative Jon Santiago
Project Description:Robert spent the summer working
with State Representative Santiago researching opioid
policy that is evidence-based, equitable, and targeted
toward high-risk populations.

City of Boston
Project Description:In the Mayor’s Office of Workforce
Development, Karyn focused on projects to improve access
to the City of Boston’s Tuition Free Community College and
Boston Bridge transfer funding programs.
AMY COUTURE

Placement:Office of Senator James Eldridge
Project Description:Amy prepared policy memos, met
with stakeholders, and drafted legislation in support of
Senator Eldridge’s efforts to protect the rights of individuals
in solitary confinement.
YARELIZ DIAZ
Graduate School:Boston University School of Public Health
Placement:Boston’s Office of Public Health Preparedness
Project Description:Yareliz developed stakeholder
questions to support in the development of Community
Resilience Networks throughout the city as part of a
Climate Resilience grant from the Barr Foundation. She also
worked on a literature review and asset map to understand
suicide in the Black community and resources available
across the United States.

Placement:Massachusetts Cannabis Control Commission
Project Description:Jessica worked with the Cannabis
Control Commission’s Research Department to examine
adult-use marijuana establishments’plans to positively
impact communities that were disproportionately harmed
by prohibition and develop metrics for evaluation.

Project Description:While at the Boston Department of
Neighborhood Development, Carl worked on strategies to
better leverage the city’s affordable housing investments
and preserve private market affordable units.

Placement:Massachusetts Department of Mental Health
Project Description:This summer, Dewin worked at the
Department of Mental Health to develop an evolving
evidence-based toolkit for outreach and engagement
targeted to communities of color.
CRYSTAL LOPEZ HAYNES

Placement:Massachusetts Interagency Council on Housing
and Homelessness
Project Description:Crystal supported the work to improve
the state response to identify and serve minors experiencing
homelessness through a review of national best practices
and policies, analysis state data, and interviews with EOHHS
homeless youth service regions.

Placement:Office of Boston City Councilor Michelle Wu
Project Description:Andrew worked in the Office of Boston
City Councilor at-Large Michelle Wu, where he researched
opportunities for improving public transit and growing
ridership in Metro Boston by advancing policy shifts in fare
collection, bus priority implementation, and governance.
DANIELLE MULLIGAN

Placement:Boston Planning and Development Agency
Project Description:Danielle worked in collaboration
with Boston Public Schools, Boston Housing Authority,
and local Charlestown stakeholders to assess the potential
impacts of the redevelopment of Bunker Hill public housing
on local public schools and public housing residents with
school-age children.
RISHYA NARAYANAN

Placement:Massachusetts Division of Marine Fisheries
Project Description:Rishya worked on the Division’s Port
Profile initiative to summarize data about each port’s status
and infrastructure and Revolving Loan Fund to produce a
proposal to repurpose the program.

Placement:Mayor’s Office for Immigrant Advancement,

Project Description:Mariangely conducted focus groups
with Boston Public School staff and parents to inform an
Immigration 101 workshop, a resource guide for teachers,
and a report with recommendations for the
new superintendent.

Project Description:Nick’s fellowship at the Department
of Elementary and Secondary Education involved assisting
the Office of Student and Family Support with their efforts

Project Description:Alexis researched and presented on
juvenile justice diversion models, analyzed a survey on
community-based interventions for youth, and assisted
with creating a juvenile justice data website.

Under the guidance of Linda Bilmes, Daniel Patrick Moynihan
Senior Lecturer in Public Policy and Susan Krusell, program
manager, a select group of students enrolled in the Greater
BostonAppliedFieldLab:AdvancedBudgeting,Financial
Management and Operations course at the Harvard Kennedy
School continued their project work into the summer with a
Rappaport Public Finance Fellowship.

Project Description:This summer, Joy developed key
economic and political considerations for how the Mayor’s
Office of Somerville, MA can support a new affordable

Project Description:Stevie will write a white paper on
the fully-loaded costs of the motor vehicle economy
in Massachusetts based on a study conducted for
Representative Seth Moulton.

Project Description:Miles collaborated with departments
across the MBTA to build a model that forecasts the
operating impact of new cars for the Red and Orange Lines.

Project Description:Arjun developed an interactive
budgeting tool for Boston Public Schools to help principals
explore the financial feasibility of various strategic staffing
