PhiloalsorecordsthatafterthedeathofSejanusTiberiuswrotetoallthose
appointedasgovernorseverywheretoreassuretheJewsabouttheirrights.^70
Claudius in  also promulgated a general edict confirming the privileges
oftheJewsthroughouttheEmpirewhichheorderedtobeinscribedinthe
civitates,coloniae,andmunicipiain Italyand outside.The edict was promul-
gated by Claudius, according to Josephus’ text, at the request of Agrippa I
andHerodofChalcis.^71
AlsofromClaudius’reignwehavetheedictabouttheexactionoftrans-
portservices(vehiculatio),attestedonaninscriptionfromTegea.^72 Itexplicitly
referstobothItalyandalltheprovinces,anddatestoor,afterAchaea
hadbeenrestoredtoproconsularrule.InNeroissuedanedictaboutabuses
by tax-collectors—‘‘The Emperor...issued an edict that...thepraetor
atRome,thepropraetorsorproconsulsintheprovinces,weretowaivethe
usual orderof trial in favourof actions against tax collectors.’’^73 Vespasian
issuedonegeneraledicttoallcommunitiesthatembassiesshouldnotnum-
bermorethanthreemen,^74 andanotherin,ontheprivilegesofdoctors
andteachers.ThisisattestedbyaninscriptionfromPergamoninAsia,andis
followedonthesamestonebyarescriptofDomitianonthesamesubject.^75
