Narrative: Japan and South Korea signed a new bilateral fishery pact on January
22, 1999, but there were disagreements over fishing methods and other terms of the
agreement. The fishing operations were suspended for about one month. On February
15, a South Korean fishing boat was seized by Japanese maritime police for violating
Japan’s exclusive economic zone. Money was demanded for the early release of the
boat, and an agreement was signed on February 19.
