In new business, the
Calhoun County Board
of Commissioners
on July 18 approved
the 2025 Fiscal Year
County Veteran
Service Fund Grant
Application from the
Michigan Veterans
Affairs Agency, and
policy revisions to
Policy #341 (Employee
Assistance Program).
On the consent
agenda, commissioners
approved the follow-
ing:


  • Resolutions authorizing main-
    tenance expenditures – Duck
    Lake and Lyon Lake.

  • MERS service credit purchase

  • Suleiman Sumbal.

  • Lease renewal – Alternative
    Choices LLC.
    •Battle Creek Local
    Development Finance Authority
    (LDFA) Board appointment.

  • Marshall South and Northeast
    Neighborhood Improvement
    Authorities appointment.

  • Lease renewal – Calhoun
    County Public Health
    Department.

  • Calhoun County Planning
    Commission appointment.

  • CCRD Additional 2024 Local
    Road Improvement Agreements.

    On the July 18 agenda, the
    Board of Commissioners
    approved four supplemental 2024
    local road improvement agree-
    ments for Clarendon, Convis,
    Emmett and Sheridan townships,
    adding 5 miles and $720,000 to
    the $3 million approved earlier
    this year, for another year of his-
    torically unprecedented amounts
    of $3.7 million total, and $1.9
    million in County Match, pro-
    vided this year toward local road
    improvements.
    These additional projects were
    made possible following the 2023
    fiscal year close-out that resulted
    in increased available budget dol-


lars for this year.
The Road
Department, following
a board policy-based,
data-driven selection
process, recommended
the four projects repre-
senting the next high-
est scoring projects
from the originally
submitted list.
Because of this
expected mid-year
budget adjustment,
the County Road
Department also has
added to the summer schedule 22
miles and $882,000 of improve-
ments on primary roads in 12 dif-
ferent townships.
This primary road work was
not initially included in the 2024
budget, and so it’s great news
that mild winter conditions and
other operational efficiencies will
now allow for this much needed
investment.
I’m proud of the leadership
within our Road Department
and our Finance Department to
responsibly manage the short-
term and long-term budgets and
build in contingencies, so that we
can continue to do the best we
can with limited resources and in
partnership with our townships
toward enhancing the quality and
safety of our roads.
The collaboration with our
townships and prudent financial
management have enabled us to
extend the benefits of our road
improvement program further
than initially planned.
The Calhoun County Planning
Commission held its monthly
meeting on June 24.
The commission approved the
recommendation for appoint-
ment of Ryan Reincke as the
Recreation/Tourism representa-
tive for the term set to expire
on Dec. 31, 2026; a zoning text
amendment regarding variances
for Emmett Charter Township;
and the PA 116 Application for
Blight for Shady Lane Farms in
Albion Township.
The quarterly Calhoun County

Broadband Task Force meeting
was held July 9.
Updates included the Michigan
High-speed Internet Office’s map
challenge and the next steps in
the Broadband, Equity, Access,
and Deployment (BEAD) grant
process, which provides federal
funding for broadband planning,
deployment, mapping, equity,
and adoption projects.
Additionally, the Digital Equity
Subcommittee’s goals and an
upcoming grant opportunity were
discussed.
A monthly Calhoun County
Veterans Affairs Committee
meeting was held July 10.
The committee approved six of
eight Veteran Relief Applications
totaling $9,172.46.
In his department update,
Director Aaron Edlefson shared
the year-to-date budget through
June 30 and the status of
Veterans Affair’s office space
renovation.
The Senior Millage Allocation
Committee met July 12 at the
Marshall County Building.
Senior Services Manager Rod
Auton provided updates on
the Calhoun County Support
for Unsheltered Older Adults
Workgroup, Kool Center Senior
Center Programing Workgroup,
and the Senior Millage
Contractual Spending request for
proposals timeline.
Mini-grants approved
include the Albion Community
Gardens – $5,000; Eckford
Township/Eckford and Marengo
Community Center lunches and
coffee hours – $3,900; Walk
the Beat Albion – $5,000: and
Athens Area Historical Society/
Lunch & Senior Activities and
Socialization in Athens – $4,500.
