nationsofitsCommunistenemiesthanbytheham-fistedandrepressive
tacticsofitsallegedfriends.
WhileJeffersonianvoicesweregenerallyintheminorityduringthe
Cold Warera,they werenotwithout influence intheformation of
Americanforeignpolicy. Whenarch-hawkRichardNixonbeganthe
rapprochementwith CommunistChina,Jeffersonianideas aboutthe
conductoftheColdWarhadclearlyreachedthemainstream.Nixon's

themeritofJeffersonianargumentsagainsta too-closeassociationwith
criminalregimesin thenameofanticommunismwhen itwithdrew
Americansupportfrom theapartheidregimeinSouthAfricaandthe
MarcosdictatorshipinthePhilippines.Jeffersonianlogicondisarma-
mentwasalsowidelyaccepted;everypresidentfromKennedythrough
Reaganengagedinseriouseffortstolimitthedevelopmentandspread
ofnuclearweapons.
