  1. (B) The marginal benefit of pollution control declines as the level of
    environmental quality goes up while, at the same time, the marginal cost of
    pollution tends to increase. The optimal level of pollution from an economic
    standpoint is where the marginal benefit equals the marginal cost. As long as
    the marginal benefit exceeds the marginal cost, there is an economic
    incentive for cleaning up.
