TheOfficeoftheUnitedNationsHighCommissionerforRefugees(UNHCR)leadsandsupports
internationalactiontoprotectanddeliverlife-savingassistancetosome68.5millionrefugees,
internallydisplacedandstatelesspeople.Toachievethismission,UNHCRhasa highlymobile
globalworkforcewhichcomprises16,765womenandmenservingin 138countries,working
withcloseto1,000localandinternationalpartners.
TheInspectorGeneralexercisesindependenceintheconductofhis/herduties.S/hereports
directlytotheHighCommissionerandsubmitsan annualreporttoUNHCR’sExecutive
Committee.Theincumbentis thehighestauthorityinUNHCRonoversightmattersandis
solelyresponsibleforconductingindependentinvestigationsandinquiries.S/heexercises
managerialcontrolovertheworkoftheInspectorGeneral’sOffice(IGO)andassurescohesion
oftheOrganization’soversightactivities.TheInspectorGeneralinteractswith,andprovides
assuranceandadviceto,theHighCommissionerandexecutiveandseniormanagementon
mattersofgovernance,internalcontrols,andriskandoversightin general.S/heprovidesadvice
toallmembersofUNHCR’sworkforceaimedatpromotinganethicalworkenvironmentand
improvingintegrity,efficiencyandeffectivenessofUNHCR’soperations.TheInspectorGeneral
liaisesandcoordinatestheactivitiesoftheOfficewithallheadsofbusinessunitsandis UNHCR’s
interfacewithinterlocutorsinotheroversightbodiesandstakeholders(includingdonor
governments,NGOs,UNandnon-UNagenciesaswellasindependentexperts)aspertains
tooversightmatters.TheInspectorGeneral’stenurewillbefora timelimitednon-renewable
termofsixyears,andwithoutthepossibilityofemploymentin UNHCRat theendoftheterm.
Theidealcandidateholdsanadvanceduniversitydegreein Auditing,BusinessAdministration,
Law,Managementorotherrelevantfieldandhasatleast 16 yearsofprovenworkexperience
in seniormanagementpositionsin nationalorinternationalorganizations,andresponsiblefor
a combinationofauditing,investigation,riskmanagement,internalcontrols,andgovernance
structuresandmechanisms.Furthermore,therolealsorequiresprovenskills,knowledgeand
experienceinapplyingbestpracticesinaudit,investigationsandriskmanagement,strategic
visiontodriveandinfluenceoversightreformswithintheOrganizationandexposureto,and
experiencein,or anin-depthunderstandingof,UNor non-UNfieldoperationsandemergencies.
Theabilitytodealwithcomplexinterrelatedissuesandstronganalyticalandproblemsolving
skillstodevelopsolutionsthataddressrootcausesofissues,toleadandmanagediverse,multi-
culturalandmulti-disciplinaryteamsofdiverseexperts,withstrongskillsin inclusiveleadership,
collaboration,teambuilding,andmotivationarealsoessentialfortheposition,asis proven
abilitytoinnovateandconceptualizecomplexissues,andformulaterealisticandpractical
recommendationstoaddressproblems.
