Heat the oven to 200°C, Gas 6. Cook thepotato slices and fennel in boiling, saltedwater for about 5 minutes, until softened.    2. Layer the potatoes, fennel, peppers and    basil in an ovenproof dish, seasoning with    salt and ground black pepper as you go.    3. Top with the fish fillets, sprinkle over    crumbs.
