d’étator by refusing to reinstate democratic politics in response to wide-
spread popular demand. There are implications for public policies and gov-
ernmental strategies if it can be shown that the propensity for military
intervention is related to the level of political institutionalization, economic
development, political participation, economic specialization, the develop-
ment of mass political parties, the centrality of the state in the process
of capital accumulation and the development of a middle class, or the
professional culture of the military itself.
