The ESCO for the State of Missouri, Johnson Controls, managed the
program and projects. In addition, Johnson Controls facilitated the inter-
connection of building systems at each facility to the state’s backbone commu-
nications network to allow for enterprise monitoring and system management.
The ESCO brought other specialty contractors to their team to implement the
project.
One company, Gridlogix, has since been acquired by Johnson Controls.
Gridlogix provided the core software application that normalized all the build-
ing system data, gathered real-time data on an enterprise level, then presented
the actionable information to Web-based dashboards for monitoring and man-
agement. The middleware features of their software allowed data from various
existing buildings to be standardized. Talisen Technologies was another team
partner which enabled the enterprise solution with deployment of IT hardware
and network connectivity at each site. Finally, ISCO International implemen-
ted the wireless systems solutions for subsystems and components for all wire-
less connectivity at each site.
The tool that was developed and deployed had the following characteristics:


n Centralized energy-management reporting tools that tracked, recorded,
and reported energy consumption with respect to time, then provided
time-series, energy-use profiles by any combination of sites, facilities,
and meters.
n Middleware that normalized and standardized data created in different
formats by the building systems.
n Assisted with utility demand response allowing each of the facilities to
optimize energy use and cost based on time-of-use utility rates.
n Recorded meter readings adjusted for weather conditions at the time of
the readings.
n Features provided for users to relate facility data (square footage, type
of use, etc.) with meter readings and produce analytical reports of the
relationships, comparisons, and trends.
n Automated the process to be used to bill tenants for energy usage
(Table 18.1).
