AproudnativeWashingtonian,Brucewas
bornMay21, 1935,at the originalSibley
Hospitaland livedhis entirelife in the Dis-
trictofColumbia,attendingBancroftEle-
mentary,Alice DealJuniorHigh,and Wood-
row WilsonHighSchool.He receivedboth
his B.A. and his J.D. at GeorgeWashington
University.
BruceservedasaJudgeontheSuperior
CourtoftheDistrictofColumbiaforfour
decades,retiringin 2015.Priortobeing
appointedto the SuperiorCourtbenchby
PresidentGerald Ford in 1975,heserved
inprivatepracticewiththeWilkesArtislaw
firm,withthe U.S. Agencyfor International
Development,and as AssistantCorporation
Counselfor the Districtof Columbiafrom
1961-1967.He beganhis careerin the USDA
GeneralCounsel’soffice.

In 1987,Bruceworkedto createAdop-
tionDay,theDistrictofColumbiaSuperior
Court’sannualcelebrationrecognizingthe
familieswhoadoptchildrenor become
fosterparents.The event,nowsponsored
by the SuperiorCourtjudgesand the D.C.
Childand FamilyServicesAgency,isinits
35thyear and was an inspirationfor Nation-
alAdoptionDay.
Acaringfatherandgrandfather,Bruce
was an ardentsupporterof the workof his
sons,SeanandMarc.SeanMencherisan
award-winningguitaristand MarcMencher
headsan internationalentertainmentman-
agementand bookingagency.
An accomplishedpianistand composerin
his ownright,Brucekepttwo grand pianos
inthelivingroomofhisNorthwestDChome
so that he couldenjoyplayingwithvisiting
pianists.Musicalsessionsrangedfromclas-
sicalto Gershwinto jazz.He was an active
memberoftheChopinFoundation,andin
the past year,Mencherhad completedcom-
posingwhathe hopedwouldbecomethe
WashingtonNationals’officialfightsong.
Otherthanhis family,hewas mostproudof
his accomplishmentson the pianobench.
“He was atrue renaissanceman,”said Bob
Gellman,Bruce’sfriendof 72 years.
He was predeceasedby his lovingwife,Jan-
et Mencherin 2006.In additiontohis sons
froman earliermarriage,Sean and Marc,
Bruceis survivedby his daughtersin law
Betina(Sean),AnnaMaria(Marc),andhis
grandchildren,Ruby,Hannah,Daniel,and
Miles(Donatilla).
Gravesideserviceswill be heldprivately.
DuetoconcernsofCovid,thefamilywill
not be receivingvisitors.The familyis plan-
ning amemorialserviceto be scheduledon

of Washington,whichlaterbecameThe
WashingtonChorus,andtouredwiththem
in Francein July 2004.He alsosangwith
the City Choirof Washington,and performed
withthemduringatour of Englandin July
2018.In addition,Jonathanwas along time
memberof the UniversityBaptistChurch
Choirin CollegePark, MD.
On January14, 1995Jonathanmarriedthe
formerAnneBracketatWilliamsburgBaptist
Church.Theyenjoyed27 yearsof travel,
adventure,competingwitheachotherin
Jeopardy,and involvementin variousgroups
at UniversityBaptistChurch.Theymoved
to Raleigh,NC in August2020.Jonathan
was precededin deathby his father,and a
nieceVirginiaShort.He is survivedby his
wifeAnne,his mother,CatherineShortof
Williamsburg,VA,his brotherand sister-in-
law,Davidand BetsyShortof Greensboro,
GA,andtheirdaughtersAbigail,Shannonand
Jennifer.Othersurvivorsconsistof in-laws
JamesBracketof WichitaFalls,TX, Joseph
and DawnBracketof Lewisville,TXand their
childrenRebeccaandThomas,Catherine
and BrentHendricksonof Blain,MN,their
daughterJuliaand son Vanya,Ceciliaand

worked for Colonial Williamsburg, and
Jonathanexperiencedan idyllicchildhood
growingup in oneof the few remaining
original18th centuryhouses,playingfootball
on the Palace Green,and takingharpsicord
lessonsin frontof the tourists.Hewas
StudentCouncilPresidentat LafayetteHigh
School,and was frequentlythe leadin the
dramadepartment’smusicalproductions,
with one of his morememorable rolesbeing
HenryHigginsin My Fair Lady.After gradu-
atingfromhighschoolJonathanattended
DukeUniversitywherehe pledgedthe Kappa
Sigmafraternity,and managedthe lacrosse
team.He graduatedmagnacum laudewith a
degreein PoliticalScience,and then obtained
his JurisDoctorfromthe Marshall-Wythe
Schoolof Law at the Collegeof Williamand
Maryin Williamsburg,VA.
Afterpassingthe VirginiaBar,Jonathan
openedalaw practicein Alexandria,VA
wherehe specializedin criminaldefense.
He believedthat peopleaccusedof crimes
deservednot just adefense,but azealous
and energeticadvocate.Throughouthis 30-

Departmentin 1968wherehe met his wife,
Priscilla.
Lewisand Priscillaweremarriedon May 3,
1975 and remaineddevotedto eachother
untilhis death.Theylovinglyraisedtwo
daughters,Jenniferand Julia,and livedin
abeautifulold craftsmanbungalowon
KanawhaStreetNW in Washington,DC for 39
years.
One of Lewis’sgreat passionswas renovating
old houses.From 1976-1987,Lewisbought,
lovinglyrestored,andsold29 housesin
Washington,DC,puttinggreatcare into main-
tainingthe historiccharacterof eachproper-
ty.Duringand followingthoseyears,hehad
along and successfulcareerwithseveral
companiesin real estateand mortgagebank-
ing, endinghis careerwiththe nonprofit
MannaMortgage.
Lewiswas adevotedQuakerand amember
of FriendsMeetingof Washington.He was
also adedicateddailyrunnerand completed
six marathonsincludingBoston,NewYork,
and the Marine.When he wasno longer
ableto run, he wenton longdailywalks
aroundhis Washington,DC neighborhood.
He lovedthe ocean,and took his familyfor a
beachvacationeverysummer.Healso loved
internationaltravel,especiallymemorable
tripsto East Africa,Italy,Thailand,Vietnam,
Laos,Cambodia,India,and Turkey.
Lewisremainedcloseall his life with his three
siblings,HannahKully (Russel)of Altadena,
CA, Deborah Smith (Ray Meeker) of
Pondicherry,India, and Martin Smith
(MarcelaGaviria)of LewBeach,NY.Heis
alsosurvivedby his wifePriscillaSkillman
of Washington,DC; his daughterJennifer
Smith,formerson-in-lawNateFrigard,and
grandchildNoahFrigardof Leeds,MA; and
daughterJuliaSmithof Los Angeles,CA. He
was precededin deathby his parents,Elden
and HarrietSmith.

in EducationfromHarvardand in Political
SciencefromUCLA.Afterhis time at Harvard,
he joinedthe PeaceCorpsand taughtEnglish
in NortheastThailandfrom1962-1964.He
cherishedand kept in touchwith the friends
he madein the PeaceCorpsfor the rest of
his life.
In 1966-68,LewisservedwithUSAIDfor 18
monthsas an administrator in Vietnamese
civilianhospitalsduringthe VietnamWar.

Universityof Pennsylvania’sWhartonSchool
of Business.Upon graduationhe servedas
aUSSecretServiceSpecialAgentfor 20
years,servingunderfive presidentsstarting
withPresidentTruman.Duringhistenure,
Charleswasawardedin 1958the Presi-
dentialMedalof Honorby PresidentEisen-
howerfor helpingmovebackacommunist
controlledmobinCaracas,Venezuelafrom
VicePresidentRichardNixon.Nixonwrote
the following“in the face of extremephys-
icaldangertheydisplayedthegreatest

Taylor also had the grim duty of handlingthe
limousinein whichPresidentKennedyhad
beenassassinatedon November22, 1963.
He tookit to asecurelocationand had por-
tionsof the president’sskull removedfrom
thevehicle.Hethensupervisedthetrans-
port to Beltsville,MDfor an in-depthSecret
ServiceForensicanalysis.
SpecialAgentTaylor laterpre-interviewed
peoplewhotestifiedbeforethe Warren
Commission.Also,TaylorprovidedSecret
Serviceevidenceto the commissionthat
supportedtheconclusionthatLeeHarvey
OswaldkilledKennedy.Taylorreportedthat
Oswald,aformerU.S. Marine,“was able to
stabilizehimself”in the book-depository
building,hesaid.“Hewasamarksmanand
had the capabilityto do it.”

country.His greattalentlay in the ability

firmsand Kenstartedanew careerin busi-
nesscommunications.His resumespanned
the profession’sbiggestbrandsfromBurson-

In retirement,Kenexploredhis longlove of
writing.Sue,Jeremy,and he movedsouthto
Wilmington,NC,wherethe summerswere
longerand the winterssofterand the time
to thinkand writecameeasy.Recentyears
sawhim reworkinganovelon asouthern
politicianin Texas and anotheron an actor
gonewrongon his friends.Ken’smost
accomplishedpiecewas aplay,whichwas
scheduledfor atable readwithaNew York
productioncompany.“InsideJob”confronts
the drugcrisisandafatherwhomeets
the dealerwhoprovidedthe heroinfor his
son’sdeadlyoverdose,whichwasKen’s
methodologyfor examiningthe loss of his
youngestson Jesseto the opioidsin 2012.
KenVest leavesbehindhis wifeof almost
44 years,Sue,his oldestson,Jeremy,born
on February13, 1986,and his siblings,still

up withthe Texan.Aman of booksand
constantthinking,Kenoften quotedphiloso-
pherGeorgeBurnet,whosaid,“Timeis the
riderthatbreaksus all.”Heseemedto
havebeenbornwithasoulfulodometer
that sensedand evenmeasuredhis rushing
minutes,which is why he had no time for the
businessof darkness.Ken believedthat every
day whenhe awokethat he was livingon the
morningside of the mountain.
An intractableromantic,Ken wasbornin
1945 in Enid,Oklahoma,to Martha“Marty”
andL.E. Vest, grewup in Houston,and
tookhis collegedegreefromTexas State
Universityon the risingslopesof the Texas
Hill Country,wherehe admittedhe spent
moretimeon the grassybanksof the San
MarcosRiverthanin the classroom.After
atour of dutyin the U.S. Armyduringthe
VietnamEra, Kensaid he was readyto “live
and feel and enjoy,” whichis whathe did
morethanstudy.Hewas not verygood
at hidinghis emotions,either,and he once
discoveredgraffition the men’sroomwall
thatasked,“WhatgirlbrokeKenVest’sheart
today?”Therewereenoughto formasorority
untilhe left Texas for Washington,D.C. and
met the youngwomanwhomadehis past
irrelevantand set ashine uponhis future.
Sue Kaminskyof Brooklynand Kenwere to
laterbe marriedon November25, 1978,after
meetingwhileworkingat the U.S. Depart-
mentof Transportation.Withapoet’sheart
and aperformer’sambition,Kenconvinced
his city girl to leavethe urbanEastfor
the foothillsof the Rockieswherehe began
employment in televisionjournalism at
KTWO-TV,Casper,Wyoming.Low pay and
blizzardwindsdid not deterhis optimistic
visionsand he smiledfor endlesshourswhen
Sue and he drovesouthto anew job in
Austin,wherethey marriedbeneaththe live

diplomaticposting,Australia, led to further
studyat AustralianNationalUniv.and travels
throughoutthe islandnationsof the South-
westPacific.
Returningto NorthernVirginia,Joanbecame
acontractorwiththe U.S. Departmentof
State,servingfirst in diplomaticreception,
leadingtoursof the department’sfabled
collectionof 18thCenturyAmericanart and
furnishings,thenassistingforeignservice
officersand otheremployeesand families
in preparingfor postingsabroadand their
return—workforwhichshewaseminently
suitedandfor which,regardingtroubles
in NairobiandDar Es Salaam,she was
recognizedby Secretaryof StateMadelyn
Albright.
Joanwill be rememberedby alegionof
personsshe met and servedin the military
life and her thirty-twoyearsat the State
Department.Her everenquiringmind,high
standards,principlesand energeticdispo-
sitionled her to activismon issueslocal
to national.Her vivaciouspersonalitysense
of humoranddeeplyempatheticnature
fosteredinnumerable friendships.Her’s, also,
wasalifelongloveof animals,greatand
small.JoanWaggenerwill be everheldin
fondmemoryand abidinglove by her many
friendsand adoringfamily.

retiredat age 80.
He enjoyedplayinggolf throughouthis life.
His constantadviceto fellowgolferswas
“hit ‘em straight.”Hewas asoft spokenman
withagreat senseof humor.Jim livedthe
past23 yearsbattlingParkinson’sdisease.
He nevergaveup the fight,and nevercom-
plainedor felt sorryfor himself.
Jim was precededin deathby his wife Emily,
and by his brothersJoe,Fred,Art, andJack.
He is survived by his devotedfamily:three
