easier to assess how resources should be allocated on the grounds
of the character of the damage and the capacity of the resource.
This, of course, providing the units are configured in the right
way. Capacity has been expressed in different ways, for example
in terms of the type of measure a unit can execute. On the basis of
the measure, the capacity of a certain unit will also affect- the measures the unit can execute simultaneously in time and
space, - the measures that can be executed at different times and lo-
cations, - the time needed to initiate a measure,
- the speed at which a measure can be executed in relation to
the destructive sequence, - the time required to execute and gain an effect from the me-
asure, and - the sustainability of the unit for a particular measure and si-
tuation.
