170 Rebuilding West Africa’s food potential


These indicators are aggregated by sector and product group. The aggregation is weighted to reflect
the weight of each product relative to total production value.

The headline indicators selected are:


  • the nominal rate of protection for imported products (NRPimp)

  • the nominal rate of protection for exported products (NRPexp)

  • the nominal rate of protection for non- or thinly traded products (NRPnot)

  • the nominal rate of protection for products essential to food security (NR Pfs) as defined in the
    selection of products

  • market development gaps for all three product categories and for the agricultural sector as a whole
    (MDGimp, MDGexp, MDGnot, and MDGsag), although in fact this only refers to the eight products analysed.

Figure 11 reveals that policies in place have various impacts depending on the product categories that
were analysed:


  • category of exported products: cotton, beef and groundnuts

  • category of imported products: rice, milk

  • category of thinly traded products: maize, sorghum, millet

  • category of key products for food security: maize, sorghum, millet, rice, groundnuts


It is important to note that the category of key products for food security cuts across the other three
categories. It thus enables a more horizontal reading of policy effects.

In terms of incentives and disincentives, there are two main product groups. On the one hand, export
commodities benefit from strong overall incentives, with an average of 19 percent over the study
