2.6.1 Planning and organization
Planning and organization starts once one or a few persons in the company
become interested in cleaner production. A CP assessment can be initiated after
a conscious decision has been made by the management to take action.
Experiences from a growing number of companies show that the following
elements are important for the successful start of a CP program:
Management committee: Plant management has to set the stage for CP
activities in order to ensure collaboration and participation. Management
committee may be reflected in environmental policy statements; however, the
actual behaviour of the management is at least equally important as written
