Died February 10, 2022, in Kensington,Mary-
land, at the age of 104. Born in Dayton,Ohio,
Betty,asshe preferredto be known,grew
up and spent most of her life in Royal Oak,
Michigan.Daughter,wife,mother,secretary,
reader,and bridge-player,Betty’sfull life also
includedaccompanyingher husbandto Brazil
twice when he was sent there by General
Motors.Inretirement,theybothvolunteeredat
acharity that recordedtalking books.In2006,
she moved to Maryland.She was precededin
death by her parents,Ethelind(Jentsch)and
Albert W. Holcomb,Sr.,byher husbandof 49
years,Edward Hill Wayne,and by her son Eric
Hill Wayne of Silver Spring,Maryland.She is
survivedby her son RichardMason Wayne of
Detroit,and numerousHolcomband Gardner
great nieces and nephews.She will be greatly
missedby her daughter-in-lawMargaretN.
Wayne(Eric)ofSilverSpring,MD,andhermany
Washington,DC-areafriends of recent years.
Mrs.Wayne will be buried in Michiganat a
privateceremony.

Former residentof Alexandria,and environ-
mental managementspecialist,died on Octo-
ber 28, 2021, after athree-yearbattle with
breastcancer.Shewas55.
Elizabethgrew up in Alexandria,where she
attended Lyles-CrouchElementary School,
Parker Gray Middle School,and T.C. Williams
High School.She receivedabachelor’sdegree
ininternationalrelationsfromConnecticutCol-
lege.
Followinggraduation,Elizabethworkedforthe
U.S. law firm ofWilmer,Cutler,and Pickeringin
Brussels,Belgium,assistingin the monitoring
of prospectiveEuropeanUnionregulations.
Elizabeth’sinternationaldevelopmentcareer
was commencedin 1991 in Djibouti, East
Africa,where she workedas avolunteerfor
UNICEF,assistingin managingthe logisticsof
sendingreliefsuppliestoSomalia.
Elizabeththen joined the AmericanFriends
ServiceCommitteein Cambodia,where she
later served as countrydirectorfor programs
that includedcommunity-baseddevelopment,
micro-finance,sustainable agriculture,live-
stockhealthandsupportfordisabledlandmine
survivors.She also assistedwith the estab-
lishmentof aradio systemwhich provided
critical informationconcerningthe locationof
lost family membersfollowingthe collapseof
thePolPotregime.
Followingher work with the AFSC,Elizabeth
wasappointedasanadvisertotheCambodian
MinistryofEnvironmentonenvironmentaledu-
cation programs under aU.N.Development
Program-fundedproject.She also workedat
the Irish nonprofitConcernWorldwideas a
nationalcommunityforestryadvisoranddraft-
ed legislationto strengthencommunity-based
forestmanagement.
Upon her return to the US,Elizabethworked
foraColorado-basedNGO,iDE, whichfocused
on increasingfarmerincomesin Africa and
Asia. She assistedin the foundingof an iDE
program in Ghana,servingfor two years as
deputy countrydirector.During that time,she
also workedon aGates Foundationproject to
improveagricultural productivityin Asia and
Africa.
Elizabethwound up her overseascareer with
four years in Sri Lanka at the International
WaterManagementInstitute.
Upon her return to the US,Elizabethfinished
herprofessionalcareerasaprogramcoordina-
tor for the NationalOceanicand Atmospheric
Administration’sNationalIntegrated Drought
InformationSystem.Shealsoserved as theUS
representativeto an eight-memberteam from
around the world to the World Meteorological
OrganizationCommitteeon Agricultural Ser-
vicesExpertTeamonDrought.
Elizabethis survivedby her husband,Jeff
Smith and daughters,MargaretWatts and Cai-
lyn Smith, of Boulder,Colorado,her mother,
YvonneWeightCallahanofAlexandria,andher
brother,Chris Weight, of Bellingham,Washing-
ton. Shewasprecededindeathbyherbrother,
EricWeight,herfather,ForrestWeight,andher
stepfather,VincentF. Callahan,Jr.

Afteracourageousfive-yearbattlewithcan-
cer,Michal died in September1975. Follow-
ing her burial at ArlingtonNationalCeme-
tery,Ted returnedto sea, commissionedthe
USS David RRay (DD 971) in Pascagoula,
Mississippi,and took the ship throughthe
Panama Canal to its new homeportin San
Diego.
After this sea tour,hereturnedto Washing-
ton where he marriedStephanieLevinson,
who was workingfor CBS at the time.They
were marriedfor 38 years until Stephanie
died of cancer in July 2020.They raised two
childrentogether,AlexisandEdward(Teddy).
Ted’sother sea commandsincludedCom-
mander,DestroyerSquadronThirty-Three,
Hawaii,and CommanderAmphibiousGroup
Three,San Diego,where he led the Navy’s
effortsto help containand clean up the
Exxon Valdez oil spill in the Prince William
Sound and served as the DeputyComman-
der,JointTaskForceAlaskaOilSpill.
In later shore tours,after servingas head
oftheGeneral-PurposeForcesBranchofthe
SystemsAnalysisDivisionof the Office of
the Chief of Naval Operations,Ted’sconcen-
tration shiftedto Asia. He was Executive
AssistanttoCommanderinChief,U.S.Pacific
Command,AssistantChief of Staff for Oper-
ations on the Staff of Commanderin Chief,
U.S. Pacific Fleet and Directorof East Asia
and the Pacific Region in the Office of the
Secretaryof Defense(InternationalSecurity
Affairs).
AsSeniorMilitaryRepresentativefortheU.S.
PhilippineBases Negotiations,heworked
withAmbassadorRichardArmitagetoreturn
militaryfacilitiesto the Philippines.Healso

He spent his last weeks at his home in
Washington,DC,surroundedby his loving
family.Aretired Rear Admiral, United States
Navy,former ExecutiveDirectorof the For-
eignPolicyInstituteatJohnsHopkinsUniver-
sity,and retired AssociateDean for Finance
and Administration at the School of
AdvancedInternationalStudies(SAIS), Ted
was known for his leadership,strong char-
acter,intellect,and Midwesternsense of
humor.
Born in 1937 in Detroit,Tedwas the second
of five childrenof Dr.and Mrs.Edward B.
Baker and grew up on East Park Drive in
Midland,Michigan.Aprecociousleader,his
peers electedhim Safety Patrol President
in elementaryschool.Before the age of 17,
he earnedhis Eagle Scout merit badgesin
record time and twice travelled to Washing-
ton, DC to meet PresidentEisenhower,first
as an Order of the Arrow recipientand then
as one of two Michiganrepresentativesto
Boys Nation.Tedwas also Presidentof the
MidlandHighSchoolClassof1955.
Tedentered the United States Naval Acade-
my during the summerof 1955. He lettered
in track and field, rose throughthe mid-
shipmanranks to battalioncommander,and
graduatedwithdistinction.
Followinggraduation,Tedserved as the
1st Lieutenanton the destroyerUSS Hale
(DD 642) and the AssistantWeapons Officer
aboardUSS Myles C. Fox(DDR 829), which
helped opposeaCuban-ledinsurrectionin
the DominicanRepublic.Next, he attended
theUniversityofMichiganasaBurkeScholar,
wherehe earnedamaster’sdegree in
physicsand met Michal Forster (1942-1975).
They were marriedand moved to Newport,
Rhode Island,whereTedserved as the Oper-
ationsOfficeraboardtheUSSDavis(DD937).
AfterNewport,TedreturnedtotheUniversity
of Michiganto do further graduate work in
the field of Operations Research.They had
twochildren,SamandSarah,beforeTedwas
assignedto the Office of the Chief of Naval
Operations,SystemsAnalysisdivision.After
ayear in Washington,DC,Ted served as the
ExecutiveOfficer of USS Hoel (DDG 13). In
1970, Tedassumedcommandof the USS
Bronstein(FF1037).
While Tedwas captainof the Bronstein,
Michal fell ill with abrain tumor.The Navy
transferredTedtoWashingtonD.C. so that
Michalcouldreceiveexperimentaltreatment
at Johns HopkinsUniversity.During Michal’s
illness,Ted’sshore duty tours were at the
OfficeoftheChiefofNavalOperations,atthe
BrookingsInstituteas aFederal Executive
Fellow,atthe Office of the Secretaryof
Defensewhere he was aStaff Assistantto
theSecretaryandDeputySecretary,andasa
studentattheNationalWarCollege.

Cap was anatural musician-atage 5
he began playinghis grandmotherPeery’s
grand piano.Other instrumentshe tried his
hand at were the violin, guitar,banjo,and
recorder.However,the organ was his first
love.For more than 30 years as avolunteer
he played the organ once amonth at the 5
o’clock service at Christ EpiscopalChurch in
Alexandria.Formany years he was part of
the Christ ChurchWilkes Street triumvirate,
responsibleforthechurch’sgraveyardthere.
He also sang in the Christ Churchchoir for
40yearswherehemethiswifeMarilyn.They
were marriedin 1987 and while on their
honeymoonthey discoveredanotherlove –
theislandofNantucket.Sincethattimethey
never missedtheir annual or twice annual
visittoNantucket,oftenwithfriends.
Cap also loved to sail, hence his nickname.
He was afrequentcrew memberon the
SchoonerAlexandriain the 1980s.Heand
Marilynwere foundingmembersof the
PotomacMaritimeHistoricalSociety.Cap’s
other membershipsincludedthe Alexandria
SeaportFoundation,the AmericanGuild of
Organists,the Associationof AnglicanMusi-
cians,the Sons of ConfederateVeterans and
theAssociationforGravestoneStudies.
Cap is survivedby his wife Marilynand
numerousfamily and friends.His funeral
will be held March 12, 2022 at 11 a.m. at
Christ EpiscopalChurch,118 N. Washington
Street,Alexandria,VA 22314. Memorialcon-

Cap was born in Washington,DC on August
5, 1947 to the late Haworthand Frances
(Peery) Bromleyand grew up in Alexandria.
He graduatedfrom HammondHigh School
(Alexandria),and attendedRichmondPro-
fessionalInstitute(now VirginiaCommon-
wealth University)for three years,studying
to becomeaclassicalradio host. Before his
senior year he was drafted into the U.S.
Armyandservedfrom1968-1970.Duringhis
tour in Vietnamas aradio communications
specialisthe had side gigs playingpiano
for SundayProtestantservicesand cocktail
piano for the General of his unit every
evening.CapwasdecoratedwiththeBronze
Star.
After the Army he earnedan Associateof

marriageon New Year’sEve 1969. They
enjoyed51 years of marriagefilled with
laughter,adventure,andlove.
He held variouseditorialpositionsat news-
papers in North Carolina,Florida,and Mary-
land beforejoiningthe foundingeditorial
team of the newspaperthat would become
USA TODAY. Richardfound great satisfaction
in makingimprovementsin and aroundhis
belovedhome and tinkeringwith road cars
and race cars.Hemade lifelongfriends from
his membershipin theWoodbridge(Va.) Kart
Club and the local chapterof the Porsche
ClubofAmerica.
Richardand Jane were active travelersin
retirement,exploringEuropeancities and
countrysideas well as visiting 22 State Capi-
tol buildingsacross the USA. He regularly
walkedaroundBurke Lake,always read a
print newspaper,and drank the strongest
coffee he could make.His love of “doing”
was only matchedby his passionfor “doing
nothing”.Richardcould spend entire days
loungingat the beach or on adock while
soakingup the sun, listeningto classic rock,
anddrinkingCheerwine.
He is lovinglyrememberedby his wife Jane;
daughterCharlotteand her spouseMariana
Valencia of Brooklyn,NY;son Tyler and his
spouseAlyson and two belovedgrandchil-
dren, Owen and Daniel,of Durham,NC;
brotherEugeneand spouseAngela of Myrtle
Beach, SC; sister Patricia and spouseWade

followingalong battle with cancer.Hewas
one of the most influentialjournalistsin the
country,but was better known to his family
as aloving father,caring husband,devoted
son, loyal brother,and friend to many.He
found and createdasense of community
everywherehe went, and his combination
of quiet humilityand profoundgenerosity
resultedindecades-longfriendships.
Richardwas born on July 25, 1946, in the
hamletof Crossnore,NC, and grew up in
Hudson,NC.Heserved with the 82nd Air-
borne Divisionbefore graduatingfrom North
CarolinaState Universityin 1972 with a
Bachelorof ProductDesign from the College
of Design.As astudent, he served as Editor-
in-Chiefoftheschool’snewspaper,TheTech-
nician, where he was known as the fastest
typesetterinthepaper’shistory.

matriarch.This small-townupbringingtaught her the importanceof family,community,and
faithandwasinstrumentalinshapingheruniqueabilitytounassuminglyinspirethosearound
hertostriveforhonorableliving.
MarymetherlovinghusbandJohnintheAdirondacksinthetownofIndianLake,NewYorkin
1972,and in 1975 they were wed on asailing vessel in St.Thomas,U.S.Virgin Islands.These
two events served as the cornerstonefor an illustriouscareer,thriving family network,and
resilientcommunitycoalition.
Mary always had apassion for academicsand earned aB.A. from St. Bonaventureand an
M.S.W.from Fordham.She becamealicensedclinical social workerand was awardedan
honoraryPhD.fromtheClinicalSocialWorkInstituteInc.
Mary was dedicatedto the field of mentalhealth,in which she made many significant
and groundbreakingcontributions.She was instrumentalin the growth of getting academic
recognitionfor social work educationnationallyand internationally.She excelledat natural
leadershipyet shied from the spotlightof credit for the successof her groups.Inaddition to
runningavery successfulprivate practice since 1975, Mary has workedin clinical settings
in New York City and has held prominentpositionsat GeorgetownUniversityincludingthe
ConsultanttotheOfficeofThePresident.
Mary was afounderand chair of the Task Force for the Establishmentof the ClinicalSocial
Work Institute,Inc.which was the first of its kind to offer PhD’sinclinical social work. She
is widely published;her quintessentialwork is her co-authoredbook WindowsInto Today’s
Group Psychotherapy.The impact of her work in mental health,education,and humanitarian
aid reachedglobal communitiesthroughher work with people and organizationsin Africa,
Dubai, and Israel. Mary was achampionand vanguardin the burgeoningfield of theoretical
significationofLargeGroupDynamics.
In1976,inadditiontoherfamily,clinical,andacademicpursuits,Maryconceivedof,designed,
andopenedasuccessful,avant-gardehealthfoodrestaurantwithtwopartnersinAlexandria,
Virginia.Maryhadenoughlovetogivesothatnoonewhoknewhereverhadtodowithout.In
additiontoherwork,sheenjoyedtimeatHopeIsland,reading,cooking,worldtravel,tending
to her plants,intellectualconversations,her faith, family,friends,and peacefulwalks in the

Muchlovedhusband,fatherandgrandfather,
died on Friday,February18, 2022, on his
79th birthdayafter along illness.Born in
1943 on aNavy base in New Orleansin
the middle of World WarII, he was the son
of Albert D. Foster and Jean (Davis) Foster.
His father,aNavy pilot, died when he was
seven years old in atragic aviationaccident
and his motherlater remarriedRobert M.
Foster.Hewas raisedinAndover,MA,where
he played ice hockeyand attendedPhillips
Academy.HegraduatedfromYaleUniversity,
majoringin Englishliterature,and Columbia
University,where he earnedaMasters of
InternationalRelationsand was active in the
civil rights movement.After completinga
FulbrightscholarshipinBrazil,acountrythat
fully capturedhis heart and imagination,he
becameajournalist.He reportedfor the
LancasterNew Era, the AssociatedPress
in New York and in 1977 becamethe AP’s

his motherwith all his heart and misses her
terribly.The heartbreakof Tracy’slife was
losing her son Matthewto heart diseasein
2017.MattwasaproudgraduateofClemson
Universityand his friendsadoptedTracy,
Dean,andZacharyuponhispassing.
Tracyspenthercareerinthecommercial
developmentand homebuildingfield,quickly
becomingan admiredand respectedfemale
executivein amostly male dominatedpro-
fession.She was amentor,friend, leader,
and astrong and influentialvoice in the
field. Along the way,she workedfor Hunter
Development,ThompsonDevelopment,Toll
Brothers,Terrabrook,Newland,and finally
Comstock.She was successfulat each stop
and thrived in the fast-pacedworld in rapidly
growingNorthernVirginia.
Tracy’spersonality,humor,laugh, smile,and
the ability to be relied upon was unmatched.
Shelituparoomuponenteringandeveryone
wantedto be aroundher and soak up her
joy.Similar to what was said about aformer
Washingtonfootballcoach, she enjoyedan
unlimitedclothingbudget,yet always man-
aged to exceedthat budget.Over her adult
life,the little girl from Lynchburgwas able to
see the world, the majestyof many sites in
ourcountryandplacesfarandwideincluding
Europe,Australia, New Zealand,the Tropics,
andothers.Mostmemorableofallweretrips
toGermanytovisitAubreyandKaren,annual
beachtripswithJohnandSandi,andmultiple
family trips with Dale and Donna.Spending
time traveling with Dean, her family,and her
lovingfriendswasahighlightofherbeautiful
life.
Dean expresseshis gratitudefor all of the
thoughtfulremembrances and prayers on
social media, text, e-mails,calls,cards,and
letters.Hewould especiallylike to thank our
very specialfriendsEd, Kim, and Sandi for

Of North Myrtle Beach, SC passedsuddenly
in FL on February 12, 2022. She is survived
by her loving husbandof 41 years Dean, her
son Zachary,and predeceasedby her son
Matthew,her parentsJack and Jo Zimmer-
man,andhersisterBelindaDawson.
Tracy was born in Rockledge,FL, and being
thedaughterofanAirForceveterangrewup
all over the world includingstops in Japan,
Florida,and Lynchburg,VA.She graduated
from E.C.Glass high school and went to the
Universityof Richmondwhere she met Dean
andmanyotherlifelongfriends.Shereceived
aBAfrom Richmondand an MBA from The
GeorgeWashingtonUniversity.
Tracy and Dean were marriedin 1980 and
spentthefirst39yearsoftheirlivestogether
in NorthernVirginiain Springfield,Fairfax,
and McLean.In 2020 they built and moved
intotheirdreamhomeinNorthMyrtleBeach,
SC while they continuedto work part-time.
At each stop along the way,Tracy with her
outgoingpersonalitymade friends who then
lastedalifetime.Shewasactiveinherchurch
in Virginia,RedeemerLutheran in McLean
and from its inceptionshe volunteeredand
served on the board of Women Giving Back
in Sterling.Upon movingto South Carolina,
she was able to unwindand relax and spent
everydaywalkingherson’sandthenherdog
Hutch, socializingalong the way,spending
time on the beach and each week at “Music
on Main”.As always,she quickly established
friendsin the neighborhoodand through
volunteeractivitiesat her new church,St.
StephensEpiscopal.
