Ecuador, El Salvador, France, Ghana, Grenada, Guatemala, Guyana,
Haiti, Honduras, India, Indonesia, Israel, Italy, Jamaica, Kazakhstan,
Kuwait, Malaysia, Mexico, Moldova, Montenegro, Myanmar, Nigeria,
Peru, Philippines, Poland, Romania, Russia, Serbia, South Africa, South
Korea, St. Kitts and Nevis, St. Croix, St. Lucia, St. Vincent and the Grenadines,
Taiwan, Tobago, Trinidad, Turkey, Ukraine, United Kingdom, Venezuela,
Vietnam, and the former Yugoslavia. About 28 percent of the new offi cers
are Hispanic, 17 percent are black, and 8 percent Asian. Approximately
18 percent are women (Newman, 2006).
Some of the examples of diversity in workplaces that follow show
proactive attempts in managing a diverse workforce; others demonstrate
that improvements can be made in managing diversity:


  • Michael E. Guest resigned after twenty - six years in the U.S.
    Foreign Service in order to protest rules and regulations he believed
    were unfair to same - sex partners of Foreign Service offi cers. Although
    gay men and lesbians are accepted in the State Department, Guest
    claims the culture has not kept pace with the regulations, especially as
    Foreign Service offi cers are being posted in dangerous countries. For
    example, same - sex partners or unmarried heterosexual partners are
    refused antiterrorism security training or foreign language training and
    are not evacuated when eligible family members are ordered to leave.
    Unlike spouses, they do not receive diplomatic passports, visas, or even
    use of the State Department mail system. They must pay their own
    way overseas and get their own medical care, and they are left to fend
    for themselves if their partner is sent to a dangerous post. Many of the
    rules could be changed with the Secretary of State ’ s signature. Aaron W.
    Jensen, president of Gays and Lesbians in Foreign Affairs Agencies, said
    the leadership met with Secretary of State Condoleezza Rice in 2005 to
    argue for a change in policies (Kessler, 2007).

  • Mark R. Dybul was sworn in as the new AIDS coordinator by
    Secretary of State Condoleezza Rice in 2007. His partner, Jason Claire,
    held the Bible as Dybul took the oath. The State Department acknowledges
    its gay employees, allows their partners to live in offi cial residences overseas,
    helps them obtain foreign residence visas, and has sent out a cable encour-
    aging U.S. ambassadors to include diplomats ’ partners in social and offi cial
    functions (Wright, 2007).

  • An African American firefighter in St. Louis, Missouri, found a
    stuffed monkey hanging by its neck in his fi rehouse. The city ’ s black
    fi r e fi ghters say it was meant to evoke a lynching. The white fi refi ghters say
