he need to adapt to rapidly changing situations requires agencies to
recruit and select qualifi ed individuals. Strategic human resources
management (SHRM) provides agencies with the opportunity to use
recruitment and selection to infl uence the operational strategy of pub-
lic and nonprofi t organizations. Recruitment is the process of attracting
qualifi ed candidates to apply for vacant positions within an organization.
Selection is the fi nal stage of the recruitment process, when decisions are
made as to who will be selected for the vacant positions. Both recruitment
