agencies need to be able to deal with a variety of people, many with a stake
in the agency. Taxpayers, clients, customers, elected offi cials, foundations,
donors, contractors, board members, and special interest groups are just
some of the stakeholders concerned about agency performance. Studies
have indicated that relationships exist among an agency’s strategy, its
human resources planning and HRM practices, and its performance.
