with organizational goals.
Employee champion. Serves as a voice for employee concerns and deals with
employee problems. Ensures fair and equitable treatment for employees
and represents employee concerns and issues to management.
Technical expert. Possesses a high level of HR knowledge and the ability
to strengthen HR programs to better meet organizational goals.
Change consultant. Serves as a catalyst for change in the organization by
helping the organization see the need for change, providing training,
installing new information systems, and adjusting compensation
strategies to meet changing job requirements.

Human Resources Outsourcing


Another change in human resources management is the increasing use of
human resources outsourcing (HRO, 2007; Coggburn, 2007; U.S. Gov-
ernment Accountability Offi ce, 2004a; Rainey, 2005). Federal agencies,
state and local governments, and many nonprofi ts often fi nd it advan-
tageous to outsource some or all of their HRM responsibilities. Many
smaller organizations outsource services such as payroll and benefi ts, and
in fact, a variety of HRM activities can be outsourced. The journal HRO
Today provides a resource guide with almost fi fteen hundred providers in
a number of service categories. HRM services that can be outsourced
include these:

Benefi ts consulting services: Benefi ts program design, cost containment,
enrollment, actuarial analysis, and full - service administration.
Other areas are health care strategy and plans, retirement plan
design, life insurance, long - term and disability selection of plan pro-
viders and administrators, and assessment of employee behavior
and benchmarking.
Payroll software and services: Payroll processing, withholding, and
benefi ts accrual services.
Health benefi ts services: The administration and management of
health care plans that may include consumer - driven health care
plans, health maintenance organization plans, preferred provider
organization plans, point - of - service plans, health savings accounts,
fee - for - service plans, and wellness programs.
