Care should be taken when using Force Quorum because it would potentially be
possible to start the cluster service on multiple cluster partitions, which could cause
big problems. Make sure that you understand what is happening within the cluster
that has caused the cluster to lose quorum and be 100 percent certain that the cluster
is not running in another location before performing Force Quorum.
Geographically Distributed Clusters
With enhancements to networking, storage, and particularly Failover Clustering in
Windows Server, it is much easier to have multisite clusters, and many of the quorum
features discussed previously can be very useful. The first decision that must be made
when dealing with a multisite environment is how the switch of services between sites
should be performed.
