To her family,she was and will remainahero
and it is withasad heart,and deeploveand
admiration,that we bid her farewell.

met her futurehusbandBill. Aftergraduating
in Education,sheworkedin Personnelat
Ft. Belvoir,VA, andthenquitto raise her
family.Beingcar enthusiasts,she andBill
joinedthe CorvetteClubof America.She
wasagiftedart teacherat St. Bernadette's
CatholicSchoolin Springfield,VA and taught
preschoolin Annandale,VA. Amemberof the
SpringfieldAcresGardenClub,she wonprizes
for her floral displays.She wasdiagnosed
withbreastcancerin 2003andgivenonly
aslim chanceof survival,so Bill tookearly
retirementfromNASAand theymovedto the
Las Vegas suburbof Henderson.Theyenjoyed
manyyearstogetherthere,bowling,playing
bridge,and traveling,as well as occasionalgigs
as movieextras.She had atalentfor knowing
whenaslot machinewas goingto give alittle
extra, but never"hit it big",apparentlyhaving
usedup mostof her luckbeatingthe breast
cancer.She learnedmah-jongg,muchto the
sorrowof her competitors.She co-foundedand
ranDesertHopefor several years,which raised
fundsfor SAFEHouseand otherworthycauses.

Clubbroughther manytreasuredfriendships.
She is survivedby Bill, her daughterJen; her
son Chris,his wife Linda,theirson Thomas,and

Church.Everyyearfor almost50 years,they
enjoyedthreeweekswalkingthe beaches,
shelling,and naturehikesin Sanibel,FL. They
movedtheirprimaryresidenceto Potomac,
MD in 1986and supportedSt. Luke’sEpisco-
pal Church.
Jane’sintelligenceand empathystruckevery-
one whotalkedto her.She readdeeplyand
widelyand caredaboutthe worldand the
soulswholivedin it. She had aremarkable
memoryfor people,and kepttrack of how
everyonewas doing,familyand friendsand
theirfamilyand friends.She was sharpand
funnyto the end,facingpainand discomfort
withcourage whilebeingunfailinglyappre-
ciativeof everyonearoundher.
She joinsher husband,Frank Reaves,who
passedawayin 2017.Theyweremarriedfor
69 years.She is survivedby her daughter
Jeanand her husbandPaul; son Johnand
his wifeCheryl;sonRobertandhis wife
Rita;grandchildrenand great-grandchildren

in his truckingcareerdrovehis owntractor-
trailerto 48 states.Hewas proudto obtaina
pilot’slicense,and receivednationalattention
for safelylandinghis planeon Interstate 95
duringrushhourin Richmond,Virginia,after
runningout of fuel duringasolo trainingflight.
Tim still continuedto run his owntrucking
business,even whilebattlingcancerfor almost
five years.
He is survivedby 10 siblings,Mary Beth,

the 82ndAirborneDivision.He alsoflew
missionsduringMarketGardenand Battle
of the Bulge.His biggestmissionwas during
OperationVarsity,onMarch24, 1945 which
was the largestAlliedairborneoperationin

one locationwithover16,000paratroopers.
In 1953,he was sentto Korea and servedas
the BaseAdjutantat Kunsanwherehe flew

ton,Virginia. He was bornin Chicagoin 1949,the son of Donaldand MargaretBeemsterboer
Johnson,andgrewupinChicagoand Dolton,IL. AftergraduatingfromThornridgeHigh
Schoolin Dolton,Davidattendedthe Universityof NotreDame,graduatingin 1971witha
B.A. in sociology.Heattendedthe Universityof Connecticut,wherehe earnedan M.A.in
sociologyin 1974.He thentaughtsociologyfor several yearsat MountSt. MaryCollegein
Newburgh,NY whilealso pursuingalaw degreeat FordhamUniversity,which was awarded
in 1977.He latermovedto Washington,DC wherehe workedfor several higher-education
associationsand finallyfor the U.S. Departmentof Educationas aprogram officerwiththe
Fundfor the Improvementof PostsecondaryEducation,retiringin 2007.
Davidlivedin Arlingtonwithhis wife,BarbaraTaylor,whomhe marriedin 1989.Theytrav-
eledextensively,includingannualtripsto Scotlandwherehe pursuedhis love of linksgolf
and especiallyof the iconicMachrihanishGolf Clubon the KintyrePeninsula,wherehe was
amember.David was an avid collectorof golf books,amassingmorethan1,400volumes
in diverseareassuchas history,architecture,essays,and fiction.He also collectedmusic,
resultingin adigitallibrary of morethan1,600songsthat he claimedwere“the only songs
you’lleverneed.”Barbaradisagreedwithhis tasteat timesbut alwaysappreciatedhis
enthusiasm.
Davidneverlost his senseof humor.Inthe last monthsof his life,heestablishedwhathe
called“TheChurchof Amazon,”whosecoretenetwas that you can’tdie as longas you
havean Amazonorderon the way.For this reason,he favoreditemsthat werebackordered
or that camefromfar-off locations.
In additionto his wife,David leavestwo brothers,DonaldJohnson(MariHughes)of Spokane,
WA and Jack (Jenny)Johnsonof MissionViejo,CA; and asister,Mary Ann Palmerof Los

acrossAfricaconductingrefugeeinterviews
for resettlementin the US.In1998,Joe
survivedthe terroristbombingof the US
Embassyin Nairobi,and,afterescaping,
wentbackinsidethe buildingthreetimesto
rescuesurvivors.Indifficultcircumstances
he led the effortto rebuildand reestablish
the immigrationofficeat the Embassy.In
1999,hereceivedtheNewton-Azrakaward
for Heroismfromthe INS Commissionerand
in 2000he receivedthe USAttorneyGeneral’s
Awardfor Distinguished Servicefor his
“extraordinarycourage.” Joe was amongthe
senior managers who established the
RefugeeOfficerCorpswithinthe US Citizen-
ship and ImmigrationServices(USCIS)agency
of DHSin 2005,and he headedthe USCIS
officeat the US Embassyin Beijing,China
from 2005 to 2008.He wenton to serve
as aSupervisoryRefugeeOfficer,leading
teamsaroundthe worldto conductrefugee
interviews,and he was avaluedand respect-
ed mentorto anew generationof US refugee
andimmigrationofficials.Whenhe retired
in 2012afterathree-decadecareer,hewas
citedby USCISfor his “manycontributions
thathavebeeninstitutionalizedwithinU.S.
immigrationagencyoperations,particularly
in the asylumand refugeeprograms.” Fol-
lowinghis retirement,Joe wenton to serve
as aconsultantfor the UnitedNationsHigh
Commissionfor Refugeesin differentpartsof
the worldincludingEgyptand Indonesia,and
he volunteeredin the Baltimoreareawith
the refugeeresettlementprogramsof the
InternationalRescueCommitteeand World
Relief.Headditionallyservedin leadership
positionsat the EpiphanyEpiscopalChurch
in Odenton,Maryland,includingas Refugee
MinistryCoordinator.Joe wasapassionate
humanitarianand advocatefor refugeesand
the valuethat theybringto the US.Adeeply
compassionateand spiritualperson,he had
an unshakable inner strength, serenity,
humility,curiosity,and integrity.Joe loved
nature,hiking,andgardeningandwasa
lifelongpractitionerof TaiChi, beginninghis
studiesin his mid-twenties.The Martinfamily
will holdaserviceto celebrate his life at
alaterdateand ask thatany donationsbe
madeto the UnitedNationsHighCommission
for Refugees.Joe will be sorelymissedby

civil servant,passedawayon March26, 2020
in GlenBurnie,Maryland.Joe wasbornon
January24, 1950in Chicago,Illinois,the son
of Cecileand ThomasMartin.He attended
the Universityof Illinoiswherehe receiveda
Bachelorof Artsin PoliticalSciencein 1973
and aMasterof Sciencein Park Administra-
tion in 1976.He joinedthe PeaceCorpsin
1977 andservedin Guatemalauntil 1979
as an agricultural specialistworkingon soil
conservationandreforestation.While in
Guatemalahe met the loveof his life,Linda
D’Alonzo,anAmericaneducatorwhowas
coordinatingthe trainingof foreignersin
locallanguageand culture.They marriedin
1982 and had two children,Francis(Frankie),
bornin 1983,and Anthony,born in 1988.
In 1982,afterworkingas an immigration
counselorat the TravelersAid Societyof
Chicago,Joe beganadistinguishedcareer
in the US ImmigrationandNaturalization
Service(INS)and Departmentof Homeland
Security(DHS).Followingearlypostingsin
San Diego,ElPaso,and Baltimorewherehe
servedas an immigrationofficerconducting
adjudicationsandinspectionsat portsof
entry,hedevotedhimselfto assistingasylum
seekersand refugees,issueshe wouldfocus
on for the rest of his career.Pursuingrefugee
work,he said,washis wayof “workingfor
peaceandreconciliationin the world.”In
1990,he wasone of the seniormanagers
whofoundedanew andtransformedUS
asylumprogram and establishedthe Asylum
