Uponhis retirementfromfederal servicein
1984,he workedin housefor MartinMari-
etta Corp.and LockheedMartinCorp.asa
lobbyist.AfterretiringfromLockheedMartin
Jim openedJamesDesmondConsultingto
continuelobbyingbut at aslowerpace.
Notwithstandinghis federal career,Jim’s
energyled him to seekotherendeavorsin
atotallydifferentenvironment.AfterJim’s
friendMichaelO’Harroestablishedthe Ju-
niorOfficersandProfessionalAssociation
(JOPA) in 1964,Jim becameMichael’spart-
ner in the enterprise.JOPAwas aprivate

clubthatheldpartiesat hotelsand bars
wherejuniorofficers,youngprofessionals
and youngwomencouldmingle,danceand
drinkbeer.The ruleswerethatmembers
had to be singleand 21 to 35 yearsold. Men
paid$3 at the door.Womengot in free.A
goodtimewashad by all. In fact,Jim and
CeciliametataJOPApartyattheWillard
Hotelin 1967.
The successof JOPAled Jim and Miketo
openthe GentlemenII in 1967,whichis
creditedwithbeingthe firstsinglesbar
in the country.Inanearly exampleof his
lobbyingskills,hewas instrumental in
changingthe no standupdrinkingbluelaw
in DC whichcontributedto the successof
the GentlemenII and otherbarsin the city.
The partnersopenedthe Beowulfin 1972,
Trampsin 1975(the first discoin DC) and
Championsin 1983(the first sportsbar).
Jim’sparentswerebornin Irelandand he
wasproudof his Irishancestry.Following
the fine Irishtradition,he wasarenowned
storytellerand couldbringthe housedown
withone gloriousstoryafterthe other.The
storieschangedin the retellingbut were
alwaysfinelycraftedregardlessof the spon-
taneousedits.His tableat gatheringsof all
sortswas the tablehavingthe mostfun. He
madefriendswhereverhe wentand was al-
waystherefor themin timesof need.These
innatetraits helpedhim becomeawell-re-
spected lobbyist with many long-time
friendson CapitolHill includingMembersof
Congress,their staffs,and fellowold-fash-
ioned,shoeleatherlobbyists.
Beingan avidhunterandfishermanalso
contributedto his success.Hespentcount-
less hourswithhis manygoodfriendson
the ChesapeakeBay and in the fieldsand
on the riversof Maryland’sSt. Mary’sCoun-
ty and its EasternShore.But thatdid not
keephim fromtravelingall overthe United
Statesand Canadato find goodhuntingand
fishing(Argentinatoo).However,noplace
was dearerto his heartthanSouthernMary-
land,the Landof PleasantLivingwherehe
spentyearsenjoyingthe land,admiringthe
beautyof St. Jerome’sCreek,and having
goodtimeswithgreatfriendsat Courtney’s
Restaurant.

streetnameswerechosento honortheirSouthFloridaroots.Richardwas just enteringhigh
schoolwhenhe was acceptedas acadet at RiversideMilitaryAcademyin Gainesville,Georgia.
He oftenspokeof his yearsthereand the friendshe madebut missedhis life at homeand
returnedto graduatefromMountVernonHighSchool.Richardthenenrolledin Bridgewater
Collegeleavingaftertwo yearsto join the U.S. Air Force and servedfor four years.Returning
to Bridgewater,hetook collegemoreseriouslymakingthe Dean'sList duringhis remaining
years.Upon graduationhe beganhis careerin the familybusinesswhichincludedreal estate,
insuranceand mortgagebanking.
Richardcontinuedhis educationat the NorthwesternUniversityGraduateSchoolof Mortgage
Banking,graduatingin 1968.Duringhis careerhe was aBrokerfor CurtisE. MartinReal Estate,
aLoan Officerfor CurtisE. Martin,Inc.and addedhis insurancelicensefor CurtisE. Martin
Insurance.Itwas avery happyday for him whenthe Real Estateofficewas sold and later
whenthe Insuranceofficesold.The companythenconcentratedon mortgagebanking.In
1987 he becamePresidentof CurtisE. Martin.Twelve yearslater,henegotiatedthe sale of the
company.
RetirementsuitedRichardwell.The pressuresof runningthe companyendedand he could
concentrate on whathe lovedreading,fishing,hunting,travelingand cooking.Many of his
friendsknewof his love of the outdoorsand in the 1980’shebeganwritingand publishingTHE
DOWNTOWN OLDETOWNESPORTLITESPOTLITE.Eacheditioncreativelydescribedthe fun of
his sportingadventures.Duringthe earlydaysof his publication,awonderfulfriendtold him
not to put adventuresoff,totake advantageof life and enjoythe world.

years.Hedied of cancerat 81.
BorninHenderson,Kentucky,toEdnaand
TedRamsey,hegraduatedfromUniversityof
Kentuckyin 1963,followedby an MD from
Vanderbiltin 1967.He did undergraduate
researchat Guy’sHospitalin London,England,
internedin medicineat GeorgeWashington
Universityandcompletedhis residencyat
Universityof Pennsylvania.He hadfaculty
appointmentsat the GeorgetownUniversity
Schoolof Medicine,Universityof Pennsylvania
and the WashingtonSchoolof Psychiatry.With
aparticularinterestin lithium,he authored
over 50 paperson psychopharmacology.
He lovedcycling,flyingglidersandsmall
planes,and was an avid theatregoer.
Marriedto HelenNelsonRamseyfor 27 years,
they residedin SilverSpring,Marylandand had
wonderfuladventureson and off theirtandem
bike in the US,Canada,England,Europe,Cen-
tral Americaand Russia.
He lovedhis stepsonsAdamHiltebeitel(Rachel)
and SimonHiltebeitel(Erin Stone),but reserved
alargepartof his heartfor his threestep-
grandchildren,Lucy,Alice and Liam.

afamily.The growingfamilymovedto Mc-
Leanin 1960to amodernhomedesigned
by her architecthusband. Irenewasa
substituteteacherin FairfaxCountypublic
schoolsand lateracrossingguardat Chur-

wasamemberof St. Johnthe BelovedRo-
manCatholicChurchin McLean.She was
adedicatedsupporterof the formerSt.
ColletaSchoolfor specialneedschildren.
Ireneenjoyedsummervacationsat the
beach.WithFredrick,she traveledto Alas-
ka, Ireland,Germany,and otherinteresting
destinations.She alwayscelebrated4th of
July and Christmaswithmemorablefamily
partiesat her McLeanhome.She enjoyed
musicaltheatre,familygatherings,and play-
ing tennisat LangleyClub.VisitationApril
