Hessmer man faces up to 10


years in jail, $100,000 fine

Hessmer man was arrested March 6 in connection
with the December downing of trees on Spring
Bayou Wildlife Management Area, the Louisiana
Department of Wildlife and Fisheries announced.
An anonymous tip and subsequent investigation
led agents to Rick K. Savoy, 48, who was arrested for criminal
damage to state property, operating an ATV off of a WMA ATV
trail, not complying with WMA self-clearing permit regulations
and interference with navigation, the LDWF reported.
Savoy was booked into the Avoyelles Parish Jail in Marksville,
according to the news release.
LDWF agents believe the trees were cut in an area known as
the Bean Field in the northwest corner of the WMA to keep
other hunters out of the area, the agency said.
The trees felled included cypress, oaks and willows, and
ranged from 10- to 30-inches in diameter, the LDWF said.
The penalty for cutting down trees brings up to a $10,000 fine
and up to 10 years in jail, the LDWF said. There may also be a
civil restitution charge for the replacement value of the trees
and cleanup required, the release stated.
Operating an ATV off of a WMA ATV trail and failing to comply
with self-clearing permit regulations each brings a $100 to $350
fine and up to 60 days in jail. Interference with navigation car-
ries a $50 fine and up to 15 days in jail, according to the release.

A Hessmer man was arrested
last month for cutting down
trees in Spring Bayou WMA.

A 52-year-old New Iberia man was cited for allegedly killing a
Louisiana black bear while hog hunting near Cypremort Point
in St. Mary Parish on Feb. 28, according to a news release from
the Louisiana Department of Wildlife and Fisheries.
Richard A. Picard Jr. said he thought the 350-pound male
bear as a wild hog before shooting it with his 12-gauge shot-
gun, the LDWF release stated.
Agents seized Picard’s shotgun, and issued him a citation for
killing the bear, according to the release.
Killing a Louisiana black bear brings a $900 to $950 fine and
up to 120 days in jail, and Picard also faces up to $10,000 civil
restitution for the replacement value of the animal. ■
