In inland waters, you may arrange passing signals on VHF-FM Channel 13
instead of sounding the whistle. Nothing changes as far as the rules’ intent.
You must ask for and receive permission before executing passage. If the
other vessel does not answer the radio, go back to whistle signals. Remember
to call the other vessel on Channel 16, establish communications, then shift
to Channel 13.


SIGNALING ACTION ON INTERNATIONAL WATERS
In international waters you signal that you are going to do something. You
don’t need permission to maneuver in international waters. If for any reason,
either vessel doubts that the maneuver is safe, it must sound fi ve or more short
blasts.


One short blast: I’m going to alter course to starboard (equivalent to saying
I intend to leave you on my port side on inland waters)
Two short blasts: I’m going to alter course to port (equivalent to saying
I intend to leave you on my starboard side on inland waters)
