and obtaining IPs. The amounts of HSS and NEAM monographs increase steadily,
highlighting the success of basic research of 211Us. The amount of licensed patents
also grows substantially and stably during thefive-year period, which not only
provides legal protection on the research outcomes of universities, but also con-
siderably facilitates the transferring and industrialization of research outcomes of
universities.
3.5.2.2 Research Output of 211Us by University Type and Location
By classifying 211Us into 985Us and non-985Us, it’s easy tofind that 985Us
outperform non-985Us in most research output indicators. In the classification by
location, most output indicators of 211Us located in all areas are in the steady
uptrend. However, contrary to the declining trend of CSCD indicator of NEAM
disciplines of the eastern 211Us, the CSCD indicators of central and western 211Us
are in the uptrend. By further dividing eastern 211Us into JUs, HSZUs and OUs, we
find that HSZUs outperform JUs and OUs in all the NEAM indicators except
Monographs. Concerning output indicators of HSS disciplines, JUs and HSZUs
outperform OUs all along.
3.5.2.3 Research Output Per Unit Input of 211Us
Given the steady growth of research inputs and outputs, the research outputs per
unit input of 211Us are not satisfying enough. Merely 3 out of 6 indicators (per
capita SCI articles of NEAM disciplines, per capita SSCI articles and per
¥10 million SSCI articles of HSS disciplines) increase gradually year by year, other
indicators all decline more or less. This may be associated to the
internalization-preferred orientation, resulting into the fact that publications on
domestic journals are in the downtrend instead of uptrend under the condition of the
huge investment in research. At the same time, the time-lag effect of research
production may also in part explain this phenomenon, which is especially true for
high quality research output.
By classifying 211Us into 985Us and non-985Us, wefind no substantial gaps
between the two types in most per unit output indicators, and the non-985Us even
outperform 985Us in some HSS indicators like per capita Monographs, per
¥10 million Monographs. Concerning university location, the NEAM indicator of
per capita SCI is increasing in most groups, while the NEAM indicator of per
¥10 million SCI is decreasing in most groups, with minor increments in certain
years. The NEAM indicator of TOPESI is always unstable andfluctuant. The HSS
indicator of per¥10 million SSCI is increasing with minor reductions in some
particular years, while the HSS indicator of per¥10 million monographs is in the
downtrend with minorfluctuations.
