largely then plummets and then rebounds slightly, and that of the western 211Us
first decreases slowly then increases largely and then plummets. Inside eastern
211Us, the increasable amount of JUsfirst increases slightly and then plummets,
and that of HSZUs is generally in the uptrend, while that of OUsfirst increases
slowly then drops.
It’s observable from Table4.30 that, on the indicator of SCI articles, the
increasable proportion of DEA-inefficient western 211Us is higher than that of
eastern 211Us or central 211Us in 2006–2010, and thefive-year averages of
eastern, central and western 211Us are 50.06, 17.83, and 99.59%. Inside eastern
211Us, the increasable proportion of JUs is much higher than that of HSZUs or
OUs, and thefive-year averages of JUs, HSZUs, and OUs are 70.49, 32.39, and
42.22% respectively. From Fig.4.20, we can observe that, during thefive years, the
increasable proportion of eastern 211Usfirst increases slowly then decreases
slowly, and that of the central 211Us is basically in the downtrend, and that of
western 211Usfirst increases slightly then decreases heavily. Inside eastern 211Us,
the increasable proportion of JUsfirst increases then decreases, that of HSZUs is
basically in the downtrend, while that of OUsfirst increases substantially then
decreases heavily.
It’s observable from Table4.31that, on the indicator of CSCD articles, the
increasable proportion of DEA-inefficient western 211Us is lower than that of
eastern 211Us or central 211Us in 2006–2010, and thefive-year averages of
eastern, central and western 211Us are 21.22, 11.17, and 3.83% respectively. Inside
eastern 211Us, the increasable proportion of JUs is much higher than that of HSZUs
or OUs in 2006–2010, and thefive-year averages of JUs, HSZUs, and OUs are
32.59, 8.40, and 18.23% respectively. From Fig.4.21, we can observe that the
increasable proportion of eastern 211Usfirst plummets then rises again slowly, the
