  1. To eastern 211Us, this growth rate is 8.8%. Contrarily, the western 211Us
    have the lowest TFP growth rate, merely 2%.


To do in-depth analysis, we subdivide eastern 211Us into JUs, HSZUs, and OUs


as mentioned above. Through a comparative analysis, we canfind that, despite the


fact that TFP improvement of eastern 211Us is not as good as that of central 211Us,


HSZUs show extraordinarily stronger growths in this phase, and their annual TFP


growth rate is 12.3%, which is substantially larger than that of JUs (7.5%) and that


of OUs (8.8%), and even larger than that of central 211Us (10.7%).


As mentioned before, TFP index can be decomposed into TC index and TEC


index. TEC index can be further decomposed into PTEC and SEC. We present the


annual change of each index in Fig.5.10.


Through comparing the averages by region, we canfind that growth effect


caused by technical change is the primary force major factor to drag down regional


productivity growths. More detailed discussion can be made as below.


First, to 211Us located in all regions, annual changes of TC indexes are all larger


than 1, demonstrating that TFP index growths of 211Us located in each region can


be attributed to growth effect in 2006–2010.


Among eastern, central and western regions, the growth effect of eastern 211Us


is the most prominent, with the annual TC growth rate of 7.3%. The second is the


central 211Us, withfive-year average TC grow rate of 6.5%. Contrarily, the growth


effect of the western 211Us is rather moderate, and their annual TC growth rate is


merely 5%, much lower than that of eastern or central 211Us.


By subdividing eastern 211Us into JUs, SHZUs and OUs, we canfind that all
three groups have prominent growth effects in their NEAM research productivity,


while OUs is the most prominent group in TC growth. Thefive-year average TC


growth rate of OUs is as large as 8.3%, which is apparently bigger than 6.8% of JUs


and 7.2% of HSZUs. Here are two explanations for OUs’outstanding performance.


One is that, compared with central or western 211Us, the geographic locations of


OUs are much closer to those high-level universities in Jing-Jin-Ji and Hu-Su-Zhe
