some policy suggestions for governments to improve the performance management
mechanism of key higher education construction projects, andfinally provides some
useful advices for research universities to improve their research efficiency.
7.1 Concluding Remarks...................................
7.1.1 Research Inputs of 211Us
In the views of human inputs, financial inputs, and physical inputs, the total inputs
of 211Us are increasing substantially year by year, of which thefinancial indicators
(total R&D Grants in NEAM and HSS samples) run faster than any other indicators.
This uptrend of research inputs reflect that Chinese government pays more attention
on building a group of world-class research universities.
There are gaps, to some extent, between different types of universities. By
classifying 211Us into 985Us and non-985Us, it’s easy tofind that 985Us out-
perform non-985Us in almost every input indicator.
There are gaps, to some extent, between universities located in different areas.
We divide the full sample 211Us into several groups, namely eastern 211Us, central
211Us, and western 211Us, and subdivide eastern 211Us into JUs, HSZUs, and
OUs. Through comparing their performances on most input indicators, it’s easy to
find that eastern 211Us outperform the central 211Us, and the central 211Us out-
perform the western 211Us. Alternatively speaking, the research inputs of eastern,
central and western 211Us are in the step-wise decaying trend. However, on the
indicators of T&R Staff and Senior Title in NEAM sample, and indicators of R&D
Staff in the HSS sample, the central 211Us outstrip the eastern and the western
211Us. Inside eastern 211Us, JUs are beaten by HSZUs on the indicators of human
inputs, while outstrip on the indicators offinancial inputs, both JUs and HSZUs take
advantage of OUs on most input indicators.
7.1.2 Research Outputs of 211Us
7.1.2.1 Overall Status
According to the level-one indicators of Monographs, Journal Articles, and
Intellectual Property, the total research outputs of 211Us are increasing steadily
during thefive-year period. The ratio of international journal articles to total journal
articles is growing all along, reflecting the internationalization trend of research
production in 211Us. The internationalization of 211Us’research production pro-
vide great base for Chinese universities to nurture world-class universities and a
group of high-level universities with international reputation.
