performance, and establish the research performance mechanism featured by
encouraging innovation and high performance.
Currently in China, however, the research evaluation system highly prefers SCI
and SSCI papers, while ignoring the actual quality of paper, which would result into
the speculation and opportunistic behaviors among researchers. In order to fulfill
the potential of 211Us in constructing innovative country, we suggest to change the
existing evaluation system to a more scientific one featured by prioritizing quality
with consideration of quantity, which will keep researchers from those oppor-
tunistic behaviors and make more effort to produce groundbreaking outcomes.
Last, create new research institutions, combine team, platform, and project
together, to empower the improvement of research efficiency with new energy.
Temporary project team is usually too loosely organized to conduct in-depth
cooperation, which is one of the major cause impeding the enhancement of research
capacity and innovation capacity. Moreover, most universities in China are consisted
of specialized schools and colleges, which highly focus on their particular discipline,
while not capable of solving complex interdisciplinary problems. This not only
increase the burden of research management in universities, but also restrict the
functioning of macro management (Li 2007 ). Thus, it’s necessary for universities to
encourage interdisciplinary studies cross several schools or colleges, to build
cross-disciplinary teams according to science forefront and greater social needs. In
order to nurture and foster interdisciplinary teams, university could combine the
work of team construction and platform construction. The integration of team,
platform, project would enhance the research strength, bring up new S&T research
bases, and also optimize resources allocation, facilitate resource sharing and uti-
lization, produce high-level innovation outcomes, meanwhile push forward advance
in sciences, and empower the improvement of research efficiency with new energy.
