Norris was able torepeat his miracles at Arsenal,getting the Gunners promotedinto Division One of the FootballLeague at the expense ofTottenham Hotspur despite themonly finishing in fifth place inDivision Two. Norris continuedto operate on the murky side offootball throughout his time atArsenal, appointing a managerwho had previously been bannedfrom football for making illegalpayments - Herbert Chapman -and enticing the famous CharlieBuchan to the club, again withthe judicious use of the ubiquitousbrown envelope.Norris was also instrumentalin moving the Gunners out ofSouth London and across town toHighbury, which was where theSecond Round of the Victory Cupwas played. Fulham ran out easywinners - 4-1. And that’s whenthe nasty stuff hit the fan.Fulham were accused of fieldinga number of unregistered players- the rule allowing this having
been rescinded at the end of thewar. The main bone of contentionrevolved around the inclusion ofGeorge ‘Cocky’ Hunter, the firstIndian-born footballer to play inthe Football League and a figure ofenormous controversy, who wasin between clubs at the time.Arsenal,naturally,complainedabout the result,the case beingheard by theCommittee ofthe LondonCombination,with Norrisspeaking onbehalf of theGunners.He asked forArsenal to beawarded thetie and Fulhamdisqualified.The Committeedecidedagainst this,but orderedthe game to bereplayed. Beforethat couldhappen though, Fulham appealedagainst the ruling. The Committeereversed their earlier decision,awarding the tie back to Fulham.Norris knew nothing about theappeal and went apoplectic whenhe found out, writing an openletter to the influential AthleticNews, moaning bitterly aboutFulham’s transgression andaccusing them of violating “all thecanons of true sportsmanship”.A bit rich coming from someonelike Norris, and distinctly oddbehaviour considering he was stilla director of the club. Inevitably,it would signal the end of his timeat Fulham.Undeterred, Fulham movedblithely on to the Semi-Finals,putting Tottenham to the sword2-0 at Stamford Bridge in front ofa very healthy crowd of 45,000.Chelsea beat Crystal Palace 4-0 inthe other Semi.Unfortunately for Fulham, theFinal, as a sop to Norris, wasplayed at Highbury. In front ofan extremely hostile crowd of36,000, Fulham lost 3-0.
