[1965]: 290) comments, “Die Pluralform [sc. ἐν ταῖς Ἰβηρίαις] kann nur die drei spanischen Provinzen (Tar-
raconensis, Baetica, Lusitania) meinen.” And Mason Hammond (review of Colin, AJP 87.4 [1966]: 493) argues
that ἐν Γερμανίαις refers to the German provinces, even without the inclusion of the definite article. - Some examples in Galen, especially in De Compositione Medicamentorum secundum Locos, for exam-
