Latest on CAA’s ‘lighter touch’ on GA regulation


‘Significant progress continues to be made’ in regulating UK
general aviation with ‘a lighter hand’, the CAA says in the second
of its sixty-day updates.
Recent achievements include:


; Launch of a formal consultation on the proposal to introduce an
ICAO Certificate of Airworthiness for autogyros that will enable
type-certified, factory-built machines qualify for a C of A rather
than a Permit to Fly, as at present.


; Removal of the long-standing requirement for re-weighing of
microlights every five years.


; Publication of guidance to enable operators to make the most
of the new ‘deregulatory’ approach and principles outlined in
the Authority’s GA policy framework.


; Revision of the requirement for some private pilots to have
completed three takeoffs and landings in the previous ninety
days before they can fly with a passenger. This allows those with
a UK PPL and UK NPPL to fly as P1 with a single passenger (who
is also a suitably qualified pilot on the aircraft flown) without
having met the previous requirement.


; Organising a joint CAA/Government event at the Imperial War


Museum Duxford on 28 March. Speakers will include Grant
Shapps, MP, Minister Without Portfolio; Patrick Ky, EASA
Executive Director; and CAA Chief Executive Andrew Haines.
The event is open to anyone involved in GA and will provide an
opportunity to hear an update on the Future Airspace Strategy
VFR implementation plan and work underway through EASA and
UK GA programmes.
; Relaxing the need for GA aircraft to carry certain equipment
when flying under IFR which means that aircraft flying on IFR
private flights do not necessarily need to comply with the
equipment levels laid out in schedule 5 of the Air Navigation
Order. Instruments such as VOR, DME or ADF are no longer
required just because an aircraft is flying IFR in Controlled
Airspace, but must be carried when the route or airfields to be
used demand them.
; Consulting UK helicopter schools that conduct PPL(H) training
on what changes they would like to see to the licence syllabus.
; Making an improvement for air display repeat applications
which will be implemented before this summer’s show season.

Quebec-based SAM Aircraft, creator of the SAM LS all-metal light aircraft, has gone
out of business.
“The main reasons are the high financial cost of commercialisation and production
as well as the difficult general aviation market,” explained company founder Thierry
Zibi. “It has been a great pleasure, a dream come true, to create, design and build the
SAM LS, which is a remarkable fun little aircraft to fly. I would like to thank all the
people that supported and encouraged us.”

Continental IO-360-AF


Gets FAA approval


Continental Motors Group has been
granted Federal Aviation Administration
certification for its IO-360-AF
(Alternative Fuel) engine.

The six-cylinder IO-360-AF is approved
for standard 100LL and unleaded 91UL
Avgas. Germany’s Flight Design GmbH
is expected to take delivery of the first
certified engine in the second quarter
of this year for its new four-seat C4.
The 195hp IO-360-AF is the first in its
class to be certified for alternative
fuels, is the lightest of all Continental’s
six-cylinder aero engines, and has a
2,200-hour TBO. In the C4 it will be
derated to 180hp at a reduced
2,550rom, for quieter operation.
