revitalization of the northeast since 2004.

to have positive interactions with more

ìThe three northeastern provinces have
much to learn from the economically devel-
oped provinces, which have accumulated
rich experience over the past three decades
of reform and opening up and have better
understanding of development, effects of
policy incentives and market rules,î Fu told
