in the F-22 as a major developmental
risk. However, much of the concurrency
concern was subsequently written out of
the Raptor programme as deadlines were
moved. By the time the EMD phase was
complete, only 12 Raptors were delivered
to the USAF, compared to hundreds in
the F-35 programme, which is yet to
complete its comparative System Design
