US Defense Budget Fiscal


The latest plan calls for 329,
active-duty personnel in the USAF as
well as 107,100 in the Air National
Guard (ANG) and 70,000 in Air Force
Reserve Command (AFRC). It includes
5,477 aircraft overall, with the ANG
and AFRC being responsible for 1,
and 332 respectively.
The USAF’s $156.3-billion budget is a
6.6 per cent overall increase when
compared with FY 2018. The top three
priorities continue to be the F-35A,
the KC-46A tanker and the B-
bomber. Research, development, test
and evaluation (RDT&E) funding
provides $2.34 billion for the B-21,
$280 million for B-52H upgrades that
include new engines, $458 million for
the HH-60W combat rescue helicopter

and initial funding for the E-4B
national airborne operations center
(NAOC) recapitalization. Rather than
proceed with the procurement of a
new  eet of light attack aircraft, the
USAF is continuing its OA-X
experimentation. Although no funds
were requested for the project in
Fiscal 2019, $2.5 billion has been
earmarked over the Future Years
Defense Program (FYDP).
The budget also includes $
million towards the development of
the next-generation air dominance
(NGAD) platform. The funds will allow
the air force to complete an analysis of
alternatives that will assist the service
in determining its requirements for
the project.

The advanced pilot training (T-X)
program will command $265 million in
RDT&E funding to purchase two aircraft
in FY19. Selection of a winning design
is expected this summer, accompanied
by an order for three engineering
manufacturing development (EMD)
aircraft funded in FY18.
The USAF budget overall provides
for the purchase of 115 new aircraft,
which includes 48 F-35As. This reduces
the USAF’s planned purchases of
Lightning IIs in accordance with the
service’s 2017 decision to reduce its
maximum annual production rate
from 80 to 60 aircraft and stretch the
program by six years. As a result, the
last Lightning II purchases will
conclude in 2044 rather than 2038.
