international organizations; the legitimacy and authoritativeness of the UN Security
Council consist above all in respect for it and in safeguarding of international laws,
especially the basic principles of international laws.


5.4.2 The Main Objective of Cooperation Is to Strengthen


the Role of the UN Security Council


Reinforcing the role of the UN Security Council in global governance is beneficial
for long-term interests and overall interests of the international community and
ultimately the interests of China and the EU. China-EU cooperation should enhance
the capability of the UN Security Council and enable this body to play more
effective and efficient role in addressing global issues relating to international peace
and security rather than merely pursuing one’s own narrow interests.


5.4.3 Dialogue and Consultation Is the Best Way to Achieve


Cooperation Between China and the EU


In the multilateral context, dialogue and persuasion rather than compulsion and
intimidation will promote sincere cooperation. It is very normal that different
countries have different interests, views, positions and cultural traditions. No
country or group of countries can positively claim that only it is in the right. Only
dialogue and consultation are conducive to reaching a consensus, while consensus
is the foundation for a country to accept collective decisions and measures.
As mentioned above, China and the EU have the foundation and willingness for
close cooperation in the UN Security Council; there are broad prospects for
cooperation between China and the EU in the UN Security Council on the basis of
the above principles; and close cooperation between them is of great fundamental
importance for safeguarding international peace and security. It can be predicted
that with further development of the China-EU strategic partnership, China-EU
cooperation in the UN Security Council will also reach a new height.
