ACR adjustments
Open the JPEG image in Camera Raw.
Set Temperature and Tint to +10,
Exposure to +0.25, Shadows to +60,
Contrast to +20 and Vibrance to +20.
Open the image in Elements and
duplicate the background layer.

Local contrast
Go to Enhance>Unsharp Mask and
set Amount to 50
and Radius to 40
pixels. Add a mask to the layer, select
the Gradient tool and set the
foreground colour to black. In the
Options panel tick Transparency and
Linear, then click Edit and select
Foreground to Transparent.

Selective exposure
Draw one gradient to mask the effect
from the sky, and two more to mask the
water. Add a Levels adjustment layer,
and Alt-drag the mask from Layer 1 to
the Levels layer’s mask to copy it. Set
the Highlights to 220 and Midtones
to 1.10 to lighten just the pier.
